If they are bound to conform to the will of the President, and to obey his commands, they cannot be regarded as moral, independent, and responsible beings. They could not be impeached for any official act executed in compliance with the orders of the President. The President is particularly solicitous not to claim for himself or his successors "any power or authority not clearly granted by the constitution and laws." If he has that power, what express grant in the constitution conveys to him the right to direct and control an offcer in a case where the law expressly assigns to him a particular duty? Above all, what part of the constitution clearly grants to him the possession of the public property and the public purse of the nation?
