CHAP II.

An Act altering the time for examining the works of Union Company in Connecticut river.

BE it enacted by the Governor and Council and House of Representatives in General Court assembled, The commissioners appointed or that may hereafter be appointed to examine the works erected and established by the Union Company in Connecticut river between the towns of Hartford and Middletown, shall examine and determine the depth of water on the several bars in said river between said towns annually, either in the months of August, September, or October as shall be found convenient, and oftener if need be; and in executing the duties of their appointment shall proceed in all respects in the same manner as by law is now required, and be vested with the same powers and authorities that they now have. CHAP. I.

An Act to establish a Military Corps for the defence of this State.

Military corps of volunteers may be raised

from militia and exempts.

§ 1. BE it enacted by the Governor and Council and House of Representatives in General Court assembled, That the commander in chief of this state be, and he is hereby authorized and empowered to raise by voluntary enlistment from exempts and the mili ia, or by accepting militia companies, who may volum eer, in such manner and under such regulations as he may prescribe, a military corps for the defence and protection of this state, to suppress insurrections, repel invasion, and com- state, &c. pel obedience to the laws of this state, and of the United States; to consist of two regiments of infantry, four com- Number of, panies of artillery, and four troops of horse, to serve du- and time of ring the present war, unless sooner discharged by law. § 2. mates, one sergeant-majo, one quarter-master sergeant, one drum-major, and one fife-major. The four companies of artillery shall form one batalion to be commanded by a major, with a staff to consist of one adjutant, one quarter-master, one p y-master, and one surgeons' mate; and the four troops of horse shall constitute one squadron, to be commanded by a major, with a staff to consist of one adjutant, one quarter-master, one paymaster, and one surgeons' mate.

§ 4. And be it further enacted, That the whole of said corps shall be under the command of a brigadier-general, who shall appoint from the line of captains a brigade-msjor, to serve also as brigade-inspector; he also shall ap point a brigade quarter-master from the line of subalterns. The commander in chief shall toninate, and by and with the advice and consent of the council shall appoint, and commission the general, field and commissioned officers; the commanding officers of said regiments and battalions, shall severally appoint their staff, excepting the pay-master. who shall be appointed by the field and commission ed officers of the regiment of infantry, and the battalion of artillery. and squadron of cavalry to which they respec tively belong; and the adjutants, pay-masters, and quar ter-masters shall be appointed from the line of subalterns; the noncommissioned officers of the several companies shall be appointed by the commanding officers of their respective companies; and the sergeants shall receive warrants from the commanding officers of their respec tive regiments of i fantry, and the battalion of artillery, and squadron of cavalry.

§ 5. And be it further enacted, That the general, field, commissioned, staff, noncommissioned officers, and pri vates, shall be uniformly clothed and equipped at their own expence, in such manner, and under such regulations as shall be prescribed by the commander in chief.

§ 6. And be it further enacted, That each company of artillery shall be provided with ordnance; and each regifurnished by ment, battalion and squadron, with suitable colors by the

And be it further enacted, That each company of infantry and artillery, and each troop of horse, shall be called out by company, squadron, battalion, or regiment, four days in each year as the commander in chief shall direct, for discipline and inspection, for which services they shall receive no compensation.

§ 8. And be it further enacted, That the commander in chief be, and he is hereby authorized and empowered, to call out all, or any part of said corps, in addition to said four days, for the purposes expressed in this act, or for dis

An Act regulating the Pay of the Military Force of this State.

BE it enacted by the Governor and Council and House of

Representatives in General Court assembled, That Compensation whenever the commander in chief of this state shall deem to officers and it necessary for the protection and defence of this state, to privates ofvolorder out the militia, or any part thereof, or the whole or any part of the corps which are or shall be raised under the act passed at the special session of the General Assembly, in August last, entitled "An Act to raise certain Volunteer Corps ;" the officers and privates so called out shall, whilst in actual service, receive the same pay, rations, and forage, as is provided in an act passed at this session of the Assembly, entitled" An Act to establish a Military Corps for the defence of this state."
