On motion,

The faid bill was read the fecond time, and ordered to be committed to a committee of the whole House on this day week.

Ordered, That the report of the committee to whom was referred fo much of the petition of the merchants and traders of Portsmouth, in New-Hampfhire, as prays that Congress will adopt measures to prevent foreigners from carrying the commodities of this continent to any port or place where the citizens of the United States are prohibited from carrying them, be committed to a committee of the whole House on Friday next.

Ordered, That the report and statements from the Treafury Department, of the receipts and expenditures of the public monies, from the establishment of the faid department to the thirty-first day of December laft, which were laid before the House on the 29th of January, be annexed to and published with the journal of this Houfe for the prefent feffion.

Ordered, That the petitions of Thomas Coles, Nathan Fuller, and William Haffall, which lay on the table, be referred to the Secretary at War, with instruction to examine the fame, and report his opinion thereupon to the House. The order of the day was read, and postponed until to-morrow.

And then the House adjourned until to-morrow morning eleven o'clock.

TUESDAY, May 4.

An engroffed bill to authorize the iffuing of certificates to a certain defcription of invalid officers, was read the third time, and the blanks therein filled up. Refolved, That the faid bill do pass, and that the title be, " An a& to authorize the iffuing of certificates to a certain defcription of invalid officers. Ordered, 'That the Clerk of this House do carry the faid bill to the Senate, and defire their concurrence.

A meffage from the Senate by Mr. Otis their Secretary.

Mr. Speaker-I am directed by the Senate to inform this House that the Prefident of the United States did, on the thirtieth of last month, affix his fig nature to the act, entitled, " An act for the punishment of certain crimes against the United States." The Senate have appointed committees on their part, to confer with committees appointed by this Houfe, pursuant to refolutions of Friday laft. The Senate have alfo paffed a bill, entitled, "An act for giving effect to the act therein mentioned, in refpect to the state of North-Carolina, and to amend the faid act," to which they defire the concurrence of this House: And then he withdrew.

The faid bill was read the first time.

A petition of Stephen Moore, of the state of North-Carolina, was prefented to the House and read, praying to receive compenfation for the use and value of a certain tract of land at Weft-Point, in the state of New-York, on which are erected the fortifications and arfenals of the United States.

Ordered, That the said petition be referred to the Secretary of the Treafury, with inftruction to examine the fame, and report his opinion thereupon to the House.

The House, according to the order of the day, refolved itself into a committee of the whole Houfe on the bill for finally adjusting and satisfying the claims of Frederick William de Steuben.

Mr. Speaker left the chair.

Mr. Livermore took the chair of the committee.

Mr. Speaker refumed the chair, and Mr. Livermore reported that the committee had, according to order, had the faid bill under confideration, and made fome progress therein.

Rejolved, That this Houfe will, to-morrow, again refolve itself into a com mittee of the whole House on the faid bill.

Mr. Speaker-The Senate difagree to the amendments propofed by this House to the bill, entitled, “An act for the government of the territory of the United States, fouth of the river Ohio." The Senate have also paffed the bill, entitled, " An act to provide for mitigating or remitting the forfeitures and penalties accruing under the revenue laws in certain cafes therein mentioned," with feveral amendments, to which they defire the concurrence of this House: And then he withdrew.

The order of the day was read, and poftponed until to-morrow.

And then the Houfe adjourned until to-morrow morning eleven o'clock.

WEDNESDAY, May 5.

The bill fent from the Senate, entitled, "An act for giving effect to the a& therein mentioned in refpect to the ftate of North-Carolina, and to amend the faid act," was read the fecond time, and ordered to be committed to a committee of the whole House to-morrow.

The House proceeded to reconfider their amendments to the bill fent from the Senate, entitled, "An act for the government of the territory of the Uni ted States fouth of the river Ohio," which were read: Whereupon,

Refolved, That this House do recede from their amendments to the faid bill. Ordered, That the Clerk of this House do acquaint the Senate therewith. The House proceeded to confider the amendments propofed by the Senate to the bill, entitled, "An act to provide for mitigating or remitting the forfeitures and penalties accruing under the revenue laws in certain cafes therein mentioned. Whereupon,

Refolved, That this House do agree to the faid amendments.

Ordered, That the Clerk of this House do acquaint the Senate therewith. A petition of Benjamin Kuffe was prefented to the House and read, praying to receive compenfation for military fervices rendered to the United States during the late war.

Ordered, That the faid petition be referred to the Secretary at War, with inftruction to examine the fame, and report his opinion thereupon to the House. Mr. Fitzfimons, from the committee appointed, prefented, according to order, a bill for repealing, after the last day of next, the duties

heretofore laid upon diftilled spirits imported from abroad, and laying others in their stead, and also upon fpirits diftilled within the United States, as well to difcourage the exceffive ufe of thofe fpirits, and promote agriculture, as to provide for the fupport of the public credit, and for the common defence and general welfare, which was received and read the first time.

The faid bill was read the second time, and ordered to be committed to a committee of the whole House on Tuesday next.

Mr. Speaker-The Senate have paffed the bill, entitled, “An act to prescribe the mode in which the public acts, records and judicial proceedings in each State, shall be authenticated so as to take effect in every other State:" And then he withdrew.

The House, according to the order of the day, again refolved itself into a committee of the whole House on the bill for adjusting and fatisfying the claims of Frederick William de Steuben.

Mr. Speaker left the chair.

Mr. Livermore took thechair of the committee.

Mr. Speaker refumed the chair, and Mr. Livermore reported, that the com mittee had, according to order, again had the faid bill under confideration, .and made a farther progrefs therein.

Refolved, That this Houfe will, to-morrow, again refolve itself into a committee of the whole House on the faid bill.

Ordered, That the Secretary of the Treasury report to the House the amount of tonnage-duties paid in each of the States from the first of September to the first of January laft, diftinguishing the foreign from the domestic tonnage. The order of the day was read, and poftponed until to-morrow.

And then the Houfe adjourned until to-morrow morning eleven o'clock.

THURSDAY, May 6.

A memorial of Nathaniel Twining, was prefented to the House and read, praying relief for certain loffes and injuries which he has fuftained in confequence of a contract entered into with the late Postmaster-General, for the conveyance of the mail. Alfo,

A petition of Francis Mentges, late a Lieutenant-Colonel in the Pennfylvania line, praying compensation for certain extra military services rendered during the late war.

Ordered, That the faid petitions do lie on the table.

The Houfe, according to the order of the day, refolved itself into a cemmittee of the whole Houfe, on the bill for finally adjufting and fatisfying the claims of Frederick William de Steuben.

Mr. Speaker left the chair.

Mr. Livermore took the chair of the committee.

Mr. Speaker refumed the chair, and Mr. Livermore reported, that the com mittee had, according to order, had the faid bill under confideration, and made no amendments thereto.

Ordered, That the faid bill do lie on the table.

The orders of the day were read, and poftponed until to-morrow.

And then the Houfe adjourned until to-morrow morning eleven o'clock.

FRIDAY, May 7.

The Houfe, according to the order of the day, refolved itself into a committee of the whole Houfe, on the bill fent from the Senate, entitled, "An a&t for giving effect to the act therein mentioned in respect to the state of NorthCarolina, and to amend the faid act."

Mr. Speaker left the chair.

Mr. Livermore took the chair of the committee.

Mr. Speaker refumed the chair, and Mr. Livermore reported that the committee had, according to order, had the faid bill under confideration, and made feveral amnendments thereto, which he delivered in at the Clerk's table, where the fame were feverally twice read, amended,and agreed to by the Houfe. Ordered, That the faid bill, with the amendments, be read the third time on Monday next.

On a motion made and feconded, that the Houfe do come to the following refolution, to wit,

Refolved, That the Secretary of War be, and he is hereby directed to caufe accurate lifts to be forthwith published in the newspapers of the ftates of Virginia and North-Carolina, of all the officers and foldiers who are entitled to receive certain arrears of pay due to the lines of the army of the faid States, for

which money was granted and appropriated by Congrefs at their last feffion and that the payment be made to the faid officers and foldiers, or where dead, to their legal reprefentatives, under the fame regulations as have been adopted for the payment of invalid penfioners, in pursuance of an act paffed at the laft feffion of Congrefs, intituled, "An act providing for the payment of the invalid penfioners of the United States," and that no claim of any affignee, under any transfer or power to receive the fame, be admitted as valid, to entitle any perfon to receive any part of the faid arrears of pay due to the officers or foldiers of the faid lines, except as aforefaid."

Ordered, That the faid motion be committed to Mr. Bland, Mr. Williamfon, and Mr. Burke.

The Houfe proceeded to confider the bill for finally adjusting and satisfying the claims of Frederick William de Steuben, which lay on the table: Whereupon,

A motion being made and feconded to amend the first fection, by striking out from the word "affembled," in the fecond line to the end thereof, as fol loweth :

That for the final adjustment and fatisfaction of the claims of Frederick William de Steuben, and as well to indemnify him for his facrifices and expences in coming to the United States, as to compenfate him for his fervices to them during the late war (purfuant to the conference between him and a committee of Congress in the year one thousand seven hundred and feventyeight,fet forth in the documents accompanying his memorial,) there be allowed to the faid Frederick William de Steuben,

The pay and other emoluments of Major-General, and Inspector-General, specified in the feveral acts of Congrefs relating to him, from the tenth day of March, in the year one thousand feven hundred and feventy-eight, to the fif teenth day of April, in the year one thousand seven hundred and eighty-four: An annuity for life, of two thoufand feven hundred and fix dollars, to com mence on the first day of October, in the year one thousand seven hundred and seventy-feven:

And thoufand acres of land in the western territory of the United States, to be located in fuch manner as shall be hereafter prescribed by law: Provided, That the foregoing allowances fhall not be conftrued to include either half-pay, or the commutation for half-pay;

A motion was then made and feconded, to infert in lieu of the faid words fo ftricken out, the following clause, to wit:

That in order to make full and adequate compenfation to Frederick William de Steuben,as well for the facrifices and eminent fervices made and rendered to the United States during the late war, as for the commutation or half-pay, promised by the refolutions of Congrefs, there be paid to the faid Frederick William de Steuben, the fum of feven thousand dollars, in addition to the monies already received by him, and alfo an annuity of dollars during life, to commence on the firft of January laft, to be paid in quarterly payments, at the Treasury of the United States, which feveral fums fhall be confidered in full discharge of all claims and demands whatever of the faid Frederick William de Steuben, against the United States.

And on the queftion put thereupon,

It was refolved in the affirmative.

And then the faid bill being further amended at the Clerk's table, was, together with the amendments, ordered to be engroffed, and read the third time on Monday next.

Mr. Ames, from the committee to whom were referred the petitions of James Price and John M'Cord, made a report, which was read, and ordered to lie on the table.

Ordered, That the memorial of Nathaniel Twining, which lay on the table, be referred to Mr. Burke, Mr. Lee, and Mr. Vining, with inftruction to examine the matter thereof, and report the fame, with their opinion thereupon to the House.

The orders of the day were read, and poftponed until Monday next.

MONDAY, May 10.

Mr. Gilman, from the joint committee for inrolled bills, reported, that the committee had examined the following inrolled bills, to wit:

"An act to provide for the mitigation or remiffion of forfeitures and penalties accruing under the revenue laws, in certain cafes therein mentioned." "An a&t to prescribe the mode in which the public acts, records, and judicial proceedings in each State shall be authenticated, so as to take effect in every other State."

"An act to continue in force an act paffed at the laft feffion of Congress, intituled, "An act to regulate proceffes in the courts of the United States." "An act for the government of the territory of the United States, fouth of the river Ohio," and had found the fame to be truly inrolled: Whereupon, Mr. Speaker figned the faid inrolled bills.

Ordered, That the Clerk of this Houfe do acquaint the Senate therewith.
