It is organized by decennial census concepts and discusses critical issues that emerged during decennial censuses as far back as 1790. This report describes the Census Bureau's plans for the 2000 Census, but it does not evaluate the potential for success of the 2000 Census. Short answers to some frequently asked questions about the decennial census are included. Also contains information on changes in the apportionment of the membership of the House of Representatives between the 1920 and 1990 Censuses.
