At 7 o'clock, P. M., the Convention was reorganized.

EDWARD D. MANSFIELD, from the Board of Examiners of Common Schools, Cincinnati, delivered a Lecture "On the qualifications of Teachers."*

A public subscription was then taken, and two hundred dollars were subscribed.

The Lecture was succeeded by a discussion of that part of MR. CAMPBELL's Lecture, which related to the "Science of Phrenology," in which Dr. HARRISON and A. CAMPBELL took part.

At half past 10 o'clock, P. M., the College adjourned.

At 9 o'clock, A. M., the members were called to order. The Rev. HERMAN NORTON opened the meeting with prayer.

The following Committee was appointed to confer with certain publishers, and report on the expediency of establishing a periodical, under the auspices of the College, and devoted to the cause of education.

A communication from Dr. WILLIAM BARNES, enclosing a printed address from President SHANNON, of Louisiana, was read, and the Address laid on the table.

O. L. LEONARD, of Kentucky, submitted a report "On the means of exciting the community on the subject of Education," which was laid on the table to await the report of the chairman of the Committee on that subject.

E. STONE Submitted a report "On Book-Keeping,"* which was adopted.

The Committee on nomination of Officers, presented the following ticket, which was unanimously adopted, viz:

At 11 o'clock, A. M., President STEPHEN H. MONTGOMERY, delivered a lecture "On the necessity and importance of Education."*

The Rev. Bishop PURCELL officiated as Chaplain.

At 2 o'clock, P. M., D. L. TALBOTT, from the Committee on that subject, submitted a Report on the publication of a Periodical, which, after discussion, was adopted, with the following proviso, viz.:

Resolved, "That the Report on the establishment of a Periodical be adopted, so far as not to preclude the annual publication of the Transactions in a separate volume; and that the Report be referred to the Executive Committee, with power to act."

The discussion of that part of Mr. CAMPBELL's lecture which related to the "Reformation," made the order of the day for this hour, was introduced by ALEXANDER KINMONt, and continued by Bishop PURCELL, and ALEXANDER Campbell, until 5 o'clock, when the College adjourned.

At 7 o'clock, P. M., Dr. J. P. HARRISON delivered a lecture "On Popular Education."*

The Rev. J. H. HARNEY officiated as Chaplain.
After the lecture the College was organized.

On motion, duly seconded, it was

Resolved, "That it be made the duty of every member of the Western Literary Institute, to promote the calling of Educational Conventions in their several districts, for the formation of Associations of Teachers, and other friends of Education."

After the discussion of the above resolution the College adjourned.

At the usual hour the College was reorganized.

The meeting was opened with prayer by the Reverend W. H. M'GUFFEY.

N. HOLLEY read a report "On the best method of reaching and animating the Community on the subject of Education,*" which, with Mr. LEONARD'S Report,* previously submitted, was adopted.

A Committee of two was then appointed to report on the feasibility of the plan contained in the above report.

Resolved, "That the suggestions contained in the report be adopted, with this additional feature, that a central committee of seven be appointed, to correspond with the branch committees raised by this report.
