CHAPTER 66.

COAL MINES.

AN ACT to amend Chapter 91 of the laws passed by the Tenth General Assembly, entitled "An Act granting a right of way to open and drain coal mines."

SECTION 1. Be it enacted by the General Assembly Former act of the State of Iowa, That Chapter 91 of the laws amended in passed by the Tenth General Assembly, entitled "An Act granting the right of way to open and drain coal mines," be and the same is hereby amended in the title thereof, as to read as follows: "An Act to provide for acquiring, by the owners of coal lands, the right of way to open and drain such lands, and to construct wagon roads or railway tracks thereto."

SEC. 2. Whenever in the said Chapter the words " Or railway "wagon road" occurs, there shall be and is hereby in- track" to be serted immediately following such words, the additional inserted after words "or railway track," to the end that the same road." right and means shall exist to procure a right of way for a railway track to such mines, as in case of wagon roads.

CHAPTER 67.

SALARIES OF CERTAIN STATE OFFICERS.

AN ACT fixing the salaries of certain State Officers.

SECTION 1. Be it enacted by the General Assembly Salary of of the State of Iowa, That from and after the taking Treasurer, effect of this Act, the salary of each of the following Register, officers, viz.: Treasurer of State, Register of the State Supt. Public Land Office, Superintendent of Public Instruction and GeneralAttorney General, shall be, and the same is hereby, $1500. fixed at the sum of one thousand five hundred dollars per annum, provided, that after the taking effect of this Proviso. SEC. 2. All Acts inconsistent herewith are hereby Repeal. repealed.

SEC. 3. This Act being deemed of immediate importance by the General Assembly, shall take effect, and be in force from and after its publication in the Iowa State Register and Iowa Homestead, newspapers published at Des Moines.

CHAPTER 68.

CERTAIN ACCOUNTS OF THE AUDITOR AND TREASURER.'

AN ACT relating to accounts in the office of Auditor of State and
Treasurer of State.

SECTION 1. SEC. 2. The Auditor is authorized to issue warrants on the Revenue Fund of the State, instead of the War and Defense Fund, on account of bills audited by him How charged for war expenses, as provided for by an Act of the 11th General Assembly, but he shall continue as heretofore to charge such warrants to a separate expense account. SEC. 3. This Act, being deemed of immediate importance, shall take effect by publication in the Iowa State Register and Iowa Homestead.

CHAPTER 69.

AMENDING CHAPTER TWENTY-FIVE, LAWS EXTRA SESSION
NINTH GENERAL ASSEMBLY.

AN ACT to amend Section one, of Chapter twenty-five of the laws of the Extra Session of the Ninth General Assembly.

SECTION 1. Be it enacted by the General Assembly Former law of the State of Iowa, That Section 1, of Chapter twen- amended. five, of the laws of the Extra Session of the Ninth General Assembly, be amended by striking out of said section one, the words "heretofore granted by the General Assembly," and that the same be and are hereby repealed.

RELATING TO THE NOTES AND MORTGAGES RECEIVED BY
JAMES D. EADS.

AN ACT to provide for the collection and settlement of the notes and mortgages received by James D. Eads, for money loaned by him out of the Permanent Scohool Fund, and of judgments thereon.

SEC. 2. CHAPTER 71.

RELATING TO SALE AND LEASE OF LANDS BELONGING TO
STATE AGRICULTURAL COLLEGE.

AN ACT authorizing and regulating the sale and lease of lands belonging to the Iowa State Agricultural College.

SECTION 1. Be it enacted by the General Assembly sell certain of the State of Iowa, That the Trustees of the Iowa State Agricultural College and Farm, are hereby authorized to sell or lease all of the lands granted to the State of Iowa, by the Act of Congress entitled, "An Act donating public lands to the several States and Territories which may provide Colleges for the benefit of Agriculture and Mechanic Arts," approved July 2d, 1862, which grant was accepted by the General Assembly of the State of Iowa, September 11th, 1862, upon the following conditions, regulations Condition of and restrictions, to-wit: None of said lands shall be sold for a less sum than fifty per cent. above the price that each piece of said lands respectively was appraised
