Was read a third time and passed, a majority of all the members elect voting therefor, by yeas and nays, as follows:

Was read a third time, and, pending the taking of the vote on the passage thereof,

Mr. Grensel moved that there be a call of the House;
Which motion prevailed.

PROCEEDINGS UNDER THE CALL.

The roll of the House was called by the Clerk, and the following member was reported absent without leave: Mr. Speed. On motion of Mr. Ferguson,

All further proceedings under the call were dispensed with.

The question being on agreeing to the title,

The title was amended by striking out the word "maintenance," and inserting the word "organization" in lieu thereof.

The title, as amended, was then agreed to.
