THE following argument contains the substance of what I had intended to have delivered in my place in Parliament, on the question, respecting the Legality of Commitment by the House of Commons, had I not been deterred, both by the lateness of the hour, and by the great ability with which the subject had already been treated, particularly in Mr. Adam's speech. The question can only be considered in two lights: what actually is the law upon the subject; and what it ought to be, according to the general principles of our constitution.
