MY DEAR BAXTER,

In our young days, when Reform

was in the ascendant, it was the fashion for the liberal party to point to the United States of America, as the great example of the success of democratic institutions. Since then, events have occurred, which have shaken the faith of many, and led the majority of Englishmen to reconsider the subject. With our attention strongly drawn to what is passing in the bosom of the republic, we have naturally sought for an explanation of so dire a convulsion, and have not been able to rest satisfied with the narrow theory, that all this has arisen from a difference on a single question.
