sum of one million four hundred seventy-one thousand four hundred seventy-five dollars and ninety-two cents, for the purpose of reimbursing the State treasury for money disbursed under existing laws on account of the support of patients in the several State hospitals, the Michigan Home and Training School, Michigan Farm Colony for Epileptics, and Eloise Hospital, during the fiscal year ending June thirty, nineteen hundred sixteen, by institutions, as follows:

Kalamazoo State Hospital, the sum of three hundred thirtynine thousand four hundred forty-two dollars and eight cents; Pontiac State Hospital, the sum of two hundred twentyfour thousand three hundred ninety-one dollars and twenty. three cents;

Traverse City State Hospital, the sum of two hundred seventy-six thousand seven hundred five dollars and seven cents; Newberry State Hospital, the sum of one hundred sixtyfour thousand one hundred ninety-five dollars and eighty-five cents;

Ionia State Hospital, the sum of eighty-four thousand five hundred ninety-five dollars and ninety-six cents;

State Psychopathic Hospital, the sum of eleven thousand five hundred ninety-six dollars and ninety-five cents;

Michigan Home and Training School, the sum of one hundred eighty-five thousand one hundred sixty-four dollars and eighty-seven cents;

Michigan Farm Colony for Epileptics, the sum of eightythree thousand one hundred eighty-six dollars and ninety-five cents;

Eloise Hospital, the sum of one hundred two thousand one hundred ninety-six dollars and ninety-six cents.

The money arising from the taxes levied under the provisions of this act shall when collected be placed to the credit of the general fund to reimburse the same for the money previously expended.

SEC. 3. The several sums appropriated or disbursed by the provisions of law for which this tax is levied shall be paid out of the general fund in the State treasury to the proper board or officer of the respective institutions, at such times and in such amounts as the general accounting laws of the State prescribe, and the disbursing officer shall render his accounts to the Auditor General thereunder.

AN ACT making an appropriation for the Michigan Reformatory for special purposes for the fiscal year ending June thirty, nineteen hundred eighteen, and to provide a tax to meet the same.

The People of the State of Michigan enact:

SECTION 1. There is hereby appropriated, out of any moneys Appropriation, in the State treasury not otherwise appropriated, the sum of land. three thousand six hundred dollars for, and the board of control of the Michigan Reformatory is hereby authorized to purchase the east one hundred twenty acres of the so-called Nancy Welch farm on sections twenty-two and twenty-three, in the township of Easton, Ionia county, Michigan. The detailed description of said premises is as follows: The east eighty acres of the southeast quarter (1-4) of section twentytwo (22), and the northwest quarter (1-4) of the southwest quarter (1-4) of section twenty-three (23) in Easton township, Ionia county, Michigan, amounting to one hundred twenty (120) acres, more or less: Provided, That the warden Proviso, of the Michigan Reformatory may obtain the above specified available. appropriation under this section before July one, nineteen hundred seventeen, upon requisition of the board of control of Michigan Reformatory, certifying to the Auditor General that the above amount is necessary for immediate use.

SEC. 2. AN ACT making appropriation for the Industrial School for Boys for the fiscal year ending June thirty, nineteen hundred eighteen, to meet a deficiency in the current expense appropriation for the fiscal year ending June thirty, nineteen hundred seventeen, and to provide a tax to meet the

same.

The People of the State of Michigan enact:

SECTION 1. There is hereby appropriated for the Industrial School for Boys for the fiscal year ending June thirty, nineteen hundred eighteen, the sum of fourteen thousand five hundred dollars for the purpose of meeting a deficiency in the current expense fund for the fiscal year ending June thirty, nineteen hundred seventeen: Provided, That the board of trustees of the Industrial School for Boys may obtain money under this section before July one, nineteen hundred seventeen, in such amounts as they may by requisition certify to the Auditor General are necessary for immediate use, which amounts thus advanced shall be deducted from the total amount when the appropriation becomes available.

SEC. 2. The amount appropriated by the provisions of this act shall be paid out of the State treasury to the treasurer of the Industrial School for Boys at such times and in such amounts as the general accounting laws of the State prescribe and the disbursing officer shall render his accounts to the Auditor General thereunder.

SEC. 3. The Auditor General shall incorporate in the State tax for the year nineteen hundred seventeen the sum of fourteen thousand five hundred dollars, which, when collected, shall be credited to the general fund to reimburse the same for the money hereby appropriated.

AN ACT making an appropriation for the State Board of Corrections and Charities for the fiscal year ending June thirty, nineteen hundred sixteen, to meet a deficiency in the annual appropriation of the board for the fiscal year ending June thirty, nineteen hundred sixteen, and to provide a tax to meet the same.

The People of the State of Michigan enact:

June thirty, nineteen hundred sixteen, the sum of three hundred four dollars and ninety-six cents for the purpose of meeting a deficiency in the annual appropriation of said board for the fiscal year ending June thirty, nineteen hundred sixteen: Provided, That the money may be obtained under this section Proviso, before July one, nineteen hundred seventeen, by requisition be upon the Auditor General in the same manner as is required for obtaining money from the annual appropriation of the board.

AN ACT to authorize municipal corporations having author ity by law to furnish water outside their territorial limits, to sell water to other municipal corporations and contract regarding such sale; to contract with individuals, firms, or corporations regarding the construction of water mains, and the sale of water in such outside territory; to construct water mains through the highways outside their territorial limits, with the consent of the proper local authorities; to furnish water to individual consumers, fix rates thereof, and enforce collection thereof.

The People of the State of Michigan enact:

SECTION 1. Municipal corporations having authority by Authority to law to sell water outside their territorial limits, hereinafter water supply.

referred to as corporations, may contract for such sale with cities or villages having authority to provide a water supply for their inhabitants, but the price charged shall not be less than nor more than double that paid by consumers within their own territory.

SEC. 2. Such corporations may contract with persons, nat ural or artificial, for the furnishing of water in townships, villages and cities and may construct and maintain water mains through the public highways thereof, with the consent of the proper local authorities having jurisdiction over such highways. Such mains shall in all cases be the property of the corporation. Such contracts may specify such terms of payment for such mains as shall be just and equitable in the judg ment of the corporation, and may in its discretion provide for a rebate of a just proportion of the cost thereof to the persons originally paying the same, whenever additional connections are made and additional service rendered therefrom.

SEC. 3. Where water is sold to purchasers other than cities and villages in such outside territory, such corporations shall exercise all the powers and have all the rights and remedies in connection with such water system in such outside territory, the sale, and delivery of water therefrom, the fixing of water rates and the collection thereof, and all other matters incident to its operation which they possess by law within their own territorial limits.

SEC. 4. No contract relating to water service in such outside territory except in cases provided for in section one hereof, shall be enforceable against such corporation until the consent of the proper local authorities to the construction and maintenance of water mains in the highways of such territory has been obtained, and the burden of securing such consent shall not be upon such corporation.
