Penitentiary of Pittsburg, subject to such alterations and improve ments as the said commissioners, or a majority of them, may, from time to time, with the approbation of the Governor, approve and di rect Provided always, That the principle of the solitary conhue ment of the prisoners be preserved and maintained.
