negotiation with said judgment debtors, or either of them, for the purpose of compromising the said judgment; and said board are hereby authorized to discharge said judgment debtors, or either of them, from all liability to this state by reason of the same, upon such terms and conditions as, in the opinion of said board, shall be for the best interest of the state; and that they report their doings to the next general assembly.

RESOLUTION

Relative to the enlargement of the Library Room.

Resolved, by the General Assembly of the State of Ohio, That the commissioners of the library be, and they are hereby authorized to take possession of the whole of the second story of the building containing the public offices, (except that part now used as the office of the board of public works,) for the use of the library, and make such alterations and improvements therein, as will best adapt it to such use, and pay the expense thereof out of any unappropriated money in their hands.

JOINT RESOLUTION

Relative to the Zanesville and Maysville Turnpike Company, and other companies in which the State holds stock.

Resolved, by the General Assembly of the State of Ohio, That the board of public works shall appoint an agent to examine the affairs of the Zanesville and Maysville Turnpike Company, and such other turnpike companies in which the state holds stock as said board shall direct; and the agent, so appointed, shall have power to take depositions, and to examine, fully, the works, papers, and doings of said company or companies; and

said agent shall make a full report of the condition of said road or roads, and of the affairs of the company or companies, to the board of public works, before the first day of November next; and said board shall lay said report before the general assembly within ten days of the commencement of its next session, with such recommendations as said board may think proper.

Relative to certain appropriations.

Resolved, by the General Assembly of the State of Ohio, That there be paid to the following persons the several sums annexed to their names, and that the same be provided for in the general appropriation bill: To I. N. Whiting and Huntington, thirty-six dollars and eighty-six cents; to Gere, Abbott and Company, three dollars and eighty-one cents; to L. Humphrey and Company, ten dollars and eighty-nine cents; to John Westwater and Son, six dollars and thirty-seven cents; to Matthew King, seven dollars and eighty-five cents; to S. Clark and company, nineteen dollars and eighty-six cents; to L. Donaldson, one dollar and seventy-five cents.

RESOLUTION

For the appointment of Trustees of the Ohio University.

Resolved, by the General Assembly of the State of Ohio, That William Aikin, of Morgan county, William Cox, of Fairfield county, Charles C. Converse, of Muskingum county, and William H. Trimble, of Highland county, be, and they are hereby appointed trustees of the Ohio University; the first named, in the place of N. C. Read, whose place has been vacated by non-attendance; the second, in the place of Joseph Olds, resigned; and the two last, to supply vacancies which have never heretofore been filled. ELIAS F. JOINT RESOLUTION

Relative to the distribution of Ohio Reports among the States.

Resolved, by the Senate and House of Representatives, That the governor be requested to transmit, annually, hereafter, to the governor of each state that now is, or may be hereafter admitted into the Union; also to governors of United States territories, one copy of the Ohio Reports, now the property of the state; reserving, however, two hundred copies, for the use of the state.

PREAMBLE AND JOINT RESOLUTION

Relative to dividing the State into two Federal Judicial Districts.

WHEREAS, petitions have been presented to the congress of the United States, praying that the state of Ohio be divided into two federal judicial districts, which would necessarily be followed by the removal of the federal courts from the seat of government of the state; and whereas, the interests and convenience of the people of Ohio are best served by said courts being holden at the capital of the state; and whereas, the compact shape of the territory of the state, and the small amount of business in said courts, render such a division wholly unnecessary; and such a division, in its effects and consequences, by the creation of new offices, would add largely to the public burdens without any corresponding public benefit; therefore, be it

Resolved, by the General Assembly of the State of Ohio, That the division of this state into two federal judicial districts is wholly inexpedient; and that the senators and representatives in congress from this state be, and they are hereby requested to use their best efforts to prevent the passage of any bill which may be introduced for that purpose.

Resolved, That the governor transmit to each of said senators and representatives a copy of the foregoing preamble and resolution.

Providing for the distribution of the Laws and Journals of the present session of the General Assembly.

Resolved, by the General Assembly of the State of Ohio, That the following numbers of copies of general laws passed and ordered to be printed at the present session of the general assembly, and the following numbers of copies of acts of a local nature and resolutions passed and ordered to be printed, and of the journals of each house, shall be distributed to the several counties of this state according to law, one bound copy thereof to be kept at the clerk's office of each county, as follows:

Resolved, That it shall be the duty of the secretary of state to reserve twenty per cent. of the amount to be paid to any contractor for delivering the laws, journals and reports, until said contractor shall produce the receipts of the clerks of courts of the several counties therefor.

Relative to certain appropriations.

RESOLUTION

Relative to the southern boundary of the State of Ohio.

Resolved, by the General Assembly of the State of Ohio, That the southern boundary of the state of Ohio is the centre of the main channel of the river Ohio.

Resolved, That the governor be requested to forward a copy of the above resolution, and the report accompanying it, to the executive of the several states, with a request that they lay the same before their respective legislatures; and that a copy of the same be also forwarded to the senators and representatives in congress from this state.
