The Parliamentary History, however, gives the ayes as 78 and the nays as 270 and adds: "So it passed in the negative." All of the resolutions advocated by Burke in this speech failed of adoption. This result was brought about by an adverse vote on the "previous question." In America, "I move that the previous question be now put," stops debate at once, and a vote is immediately taken on the question "Shall the previous question be now put?" If the vote is adverse, debate may continue. But in England, if the vote is adverse to putting the previous question, debate cannot continue, and the previous question (which is the main question) is considered to be disposed of in the negative. By moving the "previous question" and then defeating the motion, Burke's opponents escaped the need of committing themselves on the main issues raised by his resolutions.
