PREFACE TO EDITION OF 1890.

This edition of the Digest is, in some respects, a new work. In the first place, numerous additions have been made to the notes on the several sections of the Bank Act, and in many instances they have been entirely rewritten. To each section there has been added a reference to the decisions of the courts on the questions of law arising thereunder; and, in addition, the bearing of these decisions upon other matters likely to arise in the course of the daily business has been pointed out. The notes include a statement of all the points of law decided in National bank cases, except such as have been overruled by the Supreme Court of the United States. But it has not been thought necessary or desirable` in all cases to refer to every decision on each point; but where a question has been passed upon by the Supreme Court a reference to that decision has generally been deemed sufficient. It has been found necessary in some cases to modify the statements in the notes to the former edition, in order to make them conform to later decisions of the courts and rulings of the Comptroller's office. These changes and additions have necessitated some slight alterations in the arrangement of the notes; but the arrangement of the sections remains as before. No effort has been spared to make this part of the Digest a clear and accurate as well as concise statement of the whole law relating to the National banks. The contents and arrangement of the other portions of the work have been greatly improved, the general index thoroughly revised and enriched, and a table of contents added to further facilitate reference.

PREFACE TO EDITION OF 1893.

The present edition of the Digest contains all the United States Statutes relating to National banks which have been passed up to the end of the Fifty-second Congress, and all decisions of importance relating to National banks which have been published up to May 1, 1893. As in the previous editions, the effort has been to make the work a complete, but at the same time a concise and convenient, statement of the law relating to the National banks. There has also been added to this edition a short chapter on the subject of liquidation.
