CONGRESS OF THE UNITED STATES:

Begun and held at the Capitol, in the city of Washington, in the District of Columbia, on Monday, the seventh day of December, in the year of our Lord one thousand eight hundred and sixty-three, being the First Session of the THIRTY-EIGHTH Congress held under the Constitution of the government of the United States, and in the eighty-eighth year of the independence of said States.

On which day, being the day fixed by the Constitution for the meeting of Congress, at the hour of 12 o'clock meridian, Emerson Etheridge, Clerk of the last House of Representatives, proceeded to call the roll of members by States, as made out by him under the act of March 3, 1863, when the following named members answered to their names, viz: From the State of
