Will the House agree to the section?

A motion was made by Mr. Henry,

To amend by striking out in lines cleven and twelve the words "twenty thousand," and inserting in lieu thereof the words "nineteen thousand." Which was agreed to.

A motion was then made by Mr. Wolfe,

To amend by inserting after the word "class," in line thirteen, the words, "the population in all the above cases to be determined by the last decennial census."

Which was agreed to.

Mr. Gunster raised the following point of order, viz:

This bill having been re-committed to the Committee on Judiciary, (General,) for amendment, and an amendment having been inserted by that committee, the first question should be on the amendment of the committee.

The Speaker decided the point to be well taken."

On the question,

Will the house agree to the amendment made by the Committee on (Judiciary, (General ?)

A motion was made by Mr. Morgan, (Lawrence,)

To amend by adding the following proviso, viz:

"Provided, That cities now of the third class, that may, as cities of the fifth class, accept the provisions of this act, shall not be bound by any legislation hereafter enacted for cities of the third class."

Which was not agreed to.

The question recurring,

Will the House agree to the amendment made by the Committee on Judiciary, (General ?)

It was not agreed to.

A motion was then made by Mr. Reighard,

To amend by adding to the end of the first section the following proviso, viz:

"Provided, That the provisions of this act shall apply only to such cities of this Commonwealth as accept its provisions by an ordinance duly enacted by its city councils and approved by the mayor

A motion was then made by Mr. Gunster,

That the bill be committed to the Committee on Constitutional Reform.

On the question,

Will the House agree to the motion?

A motion was made by Mr. Mylin,

To amend by providing that the bill be committed to the consideration of a committee consisting of one member from each city containing less than one hundred thousand inhabitants, or one member from each county containing such cities.

Which was agreed to.

And the motion as amended was agreed to.

Mr. Reighard read in his place and presented to the chair, a bill, entitled "An Act to provide for the continuance of the education and maintenance of the destitute orphans of the deceased soldiers and sailors, and the children of permanently disabled soldiers and sailors of this State."

Which was referred to the Committee on Appropriations.

On leave given,

Mr. Campbell read in his place and presented to the chair, a bill, entitled "A supplement to an act, entitled 'An Act to provide for the incorporation of certain corporations, approved the 29th day of April, 1874, and to extend the provisions of said act to, and embrace within the provisions of the same, transportation of oil and natural gas by means of pipe lines.

Which was referred to the Committee on Judiciary, (General.)

The Clerk of the Senate being introduced, presented for concurrence, bills, numbered and entitled as follows, viz:

No. 33. "An Act relating to bail in criminal cases taken by mayors or deputy mayors, aldermen and justices of the peace, requiring them to record, on the information, the residence of the person or persons taken as bail, and the location and extent of their property."

Mr. Rutter, from the committee appointed to investigate the affairs of the Reading railroad, and their right to mine coal under their charter, made a report.

Mr. Salter read in his place and presented to the chair, a bill, entitled "An Act regulating the crossing of steam railroads by passenger railway cars at grades.

Mr. Andre read in his place and presented to the chair, a bill, entitled "An Act repealing an act regulating the granting of licenses to hotels and eating houses in the county of Berks, approved the 23d day of April, A. D. 1869."

Mr. Mylin offered the following resolution, which was read and referred to the Committee on Printing:

Resolved, That one thousand extra copies of the bill, entitled "An Act to define and suppress vagrancy in this Commonwealth," be printed for the use of the members of this House.

Mr. Morgan (Schuylkill) offered the following resolution, which was twice read, considered and agreed to, viz:

Resolved, That the use of the House be granted to the members of the anti-monopoly convention this evening (Thursday), at half-past seven o'clock, that they, in accordance with their desire, may present to the members of the Legislature the reasons for the labor legislation they are asking for.

Messrs. Graff, Carson, Jamison, Mateer, Birch, Parker and Douglass, severally obtained leave of absence for a few days.

Agreeably to order,

The House resumed the consideration on second reading of bill, No. 23, entitled "An Act to provide for the payment of costs in certain cases."

On the question,

Will the House agree to the first section as amended?

A motion was made by Mr. Leach,

To amend by inserting in line four, between the word "the" and the word "justices," the word "magistrate," and by striking out the words, "and from any," in the ninth line, and the words, "plaintiff, or other person," in the seventh line; also, by inserting in the eighth, eighteenth and twentieth lines, before the word "justice," the word "magistrate;" also, by striking out in the eleventh line, the words, "or plaintiff."

On the question,

Will the House agree to the amendment?

A motion was made by Mr. Jackson,

To amend by striking out all of the seventh line, and all of the eighth line to, and including the words, "or alderman."

Which was agreed to.

And the amendment as amended was agreed to.

A motion was then made by Mr. Reighard,

To amend in line nine, by inserting between the words, "all" and "costs,” the word "officers."

A motion was then made by Mr. Stotzer,

To amend the amendment by inserting after the word "costs," words, "of officers."

Which was not agreed to.

The question recurring on the amendment,

It was not agreed to.

A motion was then made by Mr. Irwin, (Allegheny,)

That the further consideration of the bill be indefinitely postponed.

Which was not agreed to.
