JOURNAL OF THE SENATE.

First Day's Proceedings.

SENATE CHAMBER

New Orleans, January 4, 1875,

In pursuance with the provisions of article seventeen of the constitution of the State, the Senate, a branch of the General Assembly of Louisiana, met at the Senate Chamber at the date aforesaid, in the city of New Orleans.

At twelve o'clock M., Hon. C. C. Antoine, Lieutenant Governor of the State and President of the Senate, called the Senate to order.

The President ordered the roll of the members of the Senate elected in 1872 to be called.

The following Senators answered to their names, to wit:

Alexander, Anderson, Blackburn, Blunt, Brewster, Cage, Detiege, Green, Harper, Herwig, Kelso, Masicot, Pollard, Stamps, Sypher, Weber, Wharton, Whitney, being the full number holding over.

The President then ordered the roll to be `called containing the names of the newly elected members.

The following members

Chair was authorized to appoint a special committee on rules, consisting of five mem

bers.

Mr. Herwig offered the following resolution:

Resolved, That a joint committee of five be appointed, to consist of two members of the Senate, to be appointed by the President, and three members of the House, to be appointed by the Speaker, to examine the books and accounts of the Auditor of Public Accounts and the State Treasurer, in compliance with sections 1540 and 1552 of the Revised Statutes.

Lies over.

Mr. Blackburn offered the following motion:

That the President be authorized to appoint a necessary number of assistant sergeants-at-arins to serve the Senate temporarily.

Adopted.

On motion of Mr. Chadbourn the Senate voted to proceed to the election of the officers of the Senate.

Mr. Chadbourn nominated P. E. Bechtel, for Secretary of the Senate.

No other nomination being made, the

Messrs. Allain, Breaux, Burch, Chad-Senate proceeded by viva voce vote, and bourn, Crozier, Dumont, Gla, Landry, Twitchell, Young.

The President announced that it was necessary for the newly elected members present to be sworn in.

The oath was administered by the President and the members took their seats.

The President then announced a quorum present.

Prayer was offered by Rev. A. M. Mernier.

On motion of Mr. Burch a committee of two of the Senate was appointed by the Chair to join a committee of the House to wait upon the Governor of the State, to inform him of the organization of the General Assembly, to the end that any communication from him could be received.

Messrs. Burch and Alexander were appointed.

On motion of Mr. Brewster, the rules of the past session were adopted, to be used until new rules were promulgated by the Senate.

Also, on motion of Mr. Brewster, the

elected P. E. Bechtel, by a vote of all the members present, for Secretary of the Senate.

On motion of Mr. Chadbourn J. A Greene was put in nomination for assistant secretary, and duly elected by a vote of all the members present.

On motion of Mr. Chadbourn C. C. Packard was put in nomination for minute clerk, and duly elected by a vote of all the members present.

On motion of Mr. Chadbourn, Alphonse DeBlanc was put in nomination for assistant minute clerk and duly elected by a vote of all the members present.

On motion of Mr. Chadbourn, William Mulford was put in nomination for sergeant-at-arms and duly elected by a vote of all the members present.

On motion of Mr. Chadbourn, William Mercer was put in nomination for assistant sergeant-at-arms, and duly elected by a vote of all the members present.

On motion of Mr. Chadbourn, Rufus Renfro was put in nomination for door
