treafury, in confequence of balances which have been found due from individuals, rela ting to tranfactions prior to the prefent government of the United States; the furplus, not heretofore appropriated, of the duties on imports and tonnage, which accrued to the end of the year one thousand feven hundred and ninety one.

Sec. 2. And be it further enacted, That fo appropria- much of the aforefaid furplus of the duties on expence of imports and tonnage, which accrued to the nother reg. end of the year one thousand feven hundred to military and ninety one, as may be neceffary, fhall be and is hereby appropriated, in addition to the provifion heretofore made, towards defraying the expenfes, which fhall have been incurred in the execution of the act for raising and adding another regiment to the military eftablishment of the United States, and for making farther provifion for the protection of the frontiers, within the limits of the fum of three hundred and twelve thoufand, fix hundred and eighty fix dollars, and twenty cents thereby authorized; and towards reimburfing any fums, which may have been borrowed, or advances of money which which may have been obtained for that purpose.

An Act refpecting the Government of the Territories of the United States. North West and South of the River Ohio.

E it enacted by the Senate and Houfe of Reprefentatives, of the United States of America in Congress affembled, N. WeftThat the laws of the territory north-weft of crn territory how to the river Ohio, that have been or hereafter be publifhmay be enacted by the governor and judges buted, &c. ed, diftrithereof, fhall be printed under the direction of the Secretary of State, and two hundred copies thereof, together with ten fets of the laws of the United States, fhall be delivered to the faid governor and judges, to be diftributed among the inhabitants for their information and that a like number of the laws of the United States fhall be delivered to the governor and judges of the territory fouth-west of the river Ohio.

ESOLVED, by the Senate and House of Reprefentatives of the United States of America in Congress affembled, That the Secretary of the Treasury caufe to be provided, for the use of the feveral collectors in the United States, printed clearances, on the back whereof fhall be a printed account of the methods, which have been found to answer for obtaining fresh, from falt-water, and of constructing extempore ftills, of fuch implements, as are generally on board of every veffel, with a recommendation, in all cafes, where they shall have occafion to refort to this expedient for obtaining water, to publish the refult of their trial in fome gazette, on their return to the United States, or to communicate it for publication, to the office of the Secretary of State, in order that others may, by their fuccefs, be encouraged to make fimilar trials, and be benefited by any improvements or new ideas, which may occur to them in practice.
