An elaborate revision of the existing organic law, and in most respects an improvement on it, was completed by the delegates, and submitted to a vote of the people, but rejected by a large majority. Subsequently it was amended in various respects, which amendments are incorporated in the original instrument, and the constitution of 1851, as thus amended, is. the organic law to-day. Sundry amendments were, from time to time, submitted to the people for ratification, and rejected.

Senator Peres B. Buell acted as temporary Clerk of the Senate pending organi

zation.

For Clerk, Simpson K. Donavin received 22 votes; Frank Browning, 14.

For Sergeant-at-Arms, Constantine S. Parker received 22 votes; Alfred R. Townsend, 14 votes.

Wm. H. Shircliff and Wm. H. Morgan were elected Assistant Clerks.

On the eighth of January, the two Houses met in joint assembly to canvass the returns of the preceding election, and declared the result as follows:

On the seventh of January, 1875, the two Houses met jointly and canvassed the vote for Secretary of State, the result being declared:

Wm. Bell, Jr., 237,656; Allen T. Wikoff, 221,701; John R. Buchtel, 7,711. John G. Thompson, of the Tenth District, resigned as Senator to become Commissioner of Railroads and Telegraphs and was succeeded by William Miller.

House.

George L. Converse was elected Speaker over James Scott, by a vote, of fifty-six to thirty-seven, with one vote for Milton McCoy and one for R. C. Thompson.

Milton McCoy was subsequently elected Speaker pro tem., ard upon his retirement before the end of the adjourned session, was succeeded by Orlando J. Hodge. For Clerk, Thomas Coughlin received 55 votes, and B. J. Loomis received 40 votes.

D. L. Crites and Wm. B. Dodds, Jr., were elected Assistant Clerks.

John L. Huston was elected Sergeant-at-Arms, with Henry S. Bishop, J. T. Martin and Fredrick Blenkner, First, Second and Third Assistants.

On the thirteenth of January, 1874, the two Houses balloted separately for United States Senator, and on the fourteenth they met in joint convention and the record of the separate Houses read and declared as follows:

Mr. Thurman having received a majority in each House, was declared duly elected.

Among the laws enacted were: Requiring that all ballots at elections should be printed on plain white paper, with party designations at the head of each ticket, and making it prima facie evidence of fraud to place the name of any person under a party designation who had not been regularly nominated by that party.

The adoption of the fifteenth amendment to the Federal Constitution had broken down the inhibition against the right of colored persons to vote, and they exercised the right of franchise without special legislative permission.

The office of Inspector of Mines and Mining, and various other bureau offices, were created, including a State Board of Health.

Laws regulating elections and primaries were either enacted originally or previous acts amended, as were the school laws and acts governing municipal corpora tions.

Resignations in the Sixty-first, Oakley Case, of Hocking. succeeded by William M. Bowen; Wm. Bell, Jr., of Licking, succeeded by Wm. D. Smith, and James Scott, of Warren, succeeded by T. M. Wales.

Pending the organization of the Senate, A. M. Burns, Senator from the Twentyseventh and Twenty-ninth district acted as Clerk pro tem.

Henry W. Curtis was elected President pro tem.

For the office of Clerk, Jacob C. Donaldson received 20 votes, and Simpson K. Donovin, 15 Howard E. Gilkey and C. A. Baker were elected Assistant Clerks. E. L. Jones was elected Sergeant-at-Arms, with Silas N. Field and Jacob Hildebrand as Assistants.

On the fourth of January, 1876, the two Houses met in joint convention for the purpose of canvassing the vote at the preceding election, and the result was declared as follows:

On the fifth of January, 1877, the two Houses met jointly, canvassed the vote for Secretary of State and announced the result as follows:

Milton Barnes received 317,855 votes.
Wm. Bell, Jr., received 311,220 votes.

E. S. Chapman received 1,803 votes.

In February, 1877, Rutherford B. Hayes resigned as Governor to become President of the United States and Lieutenant Governor Thomas L. Young became Acting Governor.

Deaths in the Sixty-second General Assembly, P. M. Dechant, succeeded by William H. Stokes, from the Second District, and Abner Haines, Sr., who died from an accident near the close of the session, and was succeeded by George A. Grove, from the Third District.
