CHAPTER 139.

APPROPRIATION-INSTITUTION FOR FEEBLE MINDED, ENID.

AN ACT making an appropriation for the erection and equipment of two buildings for the institution for the Feeble Minded at Enid, Okla.

Be It Enacted By the People of the State of Oklahoma:

Appropriation-Ward Buildings.

Section 1. There is hereby appropriated out of any money in the State Treasury not otherwise appropriated, the sum of fifty thousand dollars ($50,000.00) or so much thereof as may be necessary, for the purpose of constructing and equipping two cottage ward buildings at the Institution for the Feeble Minded, located at Enid, Oklahoma. Approved March 13, 1915.

CHAPTER 140.

APPROPRIATION-SCHOOL FOR BLIND.

AN ACT making an appropriation for the Oklahoma State School for hte Blind.

Be It Enacted By the People of the State of Oklahoma: Appropriation-Maintenance.

Section 1. There is hereby appropriated out of any money in the State Treasury not otherwise appropriated, the following sum, or so much thereof as may be necessary, for the support and maintenance of the Oklahoma State School for the Blind, located at Muskogee:

CHAPTER 141.

APPROPRIATION-INSTITUTE FOR FEEBLE MINDED.

AN ACT making an appropriation for the support and maintenance of the Oklahoma Institute for the Feeble Minded located at Enid, Okla.

Be It Enacted By the People of the State of Oklahoma:

Appropriation-Maintenance.

Section 1. There is hereby appropriated out of the funds in the State Treasury, not otherwise appropriated, the sum of ninety thousand dollars, or as much thereof as may be necessary for the support and maintenance of the Oklahoma Institute for the Feeble Minded, located at Enid, Oklahoma, for the years ending June 30, 1916, and June 30, 1917, as follows:

AN ACT declaring all libraries and office equipment of ministers of the gospel actually used for ministerial work to be property used exclusively for religious purposes; and declaring an emergency.

Be It Enacted By the People of the State of Oklahoma:

Exemptions Applied to Ministers' Libraries.

Section 1. All libraries and office equipment of ministers of the gospel actively engaged in ministerial work in the State of Oklahoma, where said libraries and office equipment are being used by said ministers in their ministerial work, shall be deemed to be used exclusively for re

ligious purposes and are declared to be within the meaning of the term "religious purposes" as used in section 6 of article 10 of the Constitution of the State of Oklahoma. Emergency.

Section 2. It being immediately necessary for the preservation of the public peace, health and safety, an emergency is hereby declared to exist, by reason whereof this act shall take effect and be in full force from and after its passage and approval.

CHAPTER 143.

FEES-GREER COUNTY COURT-EXCESS FEES.

AN ACT to pay Greer county bailiff and witness fees January term of 1912 script issued by district court clerk, in excess of legal levy for court fund, and declaring an emergency.

Be It Enacted By the People of the State of Oklahoma:

Excess Fees 1912-Payment Authorized.

Section 1. That the county clerk of Greer county, Oklahoma, be authorized, and he is hereby directed to draw a warrant on the county treasurer of said Greer county, Oklahoma, to be paid out of the court fund in favor of the legal holders of witness and bailiff vouchers issued by the district clerk of Greer county, Oklahoma, for services rendered by them as such witnesses and as such bailiff for the January, 1912, term of said district court, Greer county, Oklahoma. The names of the witnesses and the name of the court bailiff and the aggregate amount due each one of them is still unpaid and are as follows:

J. D. Martin, court bailiff, $26.00; grand jury witnesses, G. T. Mitchell, $3.70; W. G. Morris, $1.40; M. C.

Norris, $1.40; Richard Jackson, $2.00; Merrill Wetsell, $1.90; C. A. Imboden, $1.70; Wallace Bailey, $4.40; W. E. Martine, $3.00; J. D. Littlefield, $3.60; J. F. Roach, $2.00. State witnesses, S. H. Bradley, $7.00; Hood Carey, $3.90; J. F. Simmons, $7.90; Rice Herlang, $2.30; W. H. Hinkie, $11.50; S. J. Massad, $4.00; M. F. Wells, $5.30; J. S. Massad, $5.00; C. B. Finch, $11.50; W. M. Ingram, $6.50; Joe Self, $10.90; Jim De Arman, $8.60; Josh Hill, $1.00; J. C. Ashlack, $7.90; Elbert Atwood, $5.60; A. M. Bradley, $6.60; Jake Silk, $6.00; R. L. Burden, $2.00; E. B. Bradley, $7.00. One petit juror, T. R. Busby, $24.40.

Upon the presentation of any of said vouchers, drawn and approved as required by law, at the date of their issuance by the district clerk, the county clerk shall draw a warrant upon the county treasurer of Greer county, Oklahoma, in favor of the legal holders thereof for the amount of said voucher.

Emergency.

Section 2. For the preservation of the public peace, health, and safety, an emergency is hereby declared to exist, by reason whereof this act shall take effect and be in force from and after its passage and approval. Approved March 13, 1915.

CHAPTER 144.

APPROPRIATION-REFORMATORIES-WAYWARD GIRLS.

AN ACT to provide for the support, care and maintenance of wayward and incorrigible girls in the State of Oklahoma and appropriating therefor and declaring an emergency.

Be It Enacted By the People of the State of Oklahoma:

Appropriation-Support of Wayward Girls.

Section 1. There is hereby appropriated out of any money in the State Treasury not otherwise appropriated

the following sum, or so much thereof as may be necessary, for the purpose of taking care of the wayward and incorrigible girls of the State, said sums being available for the fiscal years ending June 30, 1916, and June 30, 1917, as follows:

For support and maintenance for the year 1916... $14,400.00 For support and maintenance for the year 1917....$14,400.00 How Paid-Discretion of Governor.

Section 2. The said sums of money shall be expended by and in the discretion of the Governor of the State and shall be paid on warrants issued by the State Auditor drawn on the State Treasurer.

Incorrigible Girls-Care and Support—Findings of County Judge.

Section 3. Upon the findings of the county judges of the various counties of the State that any girl or girls are wayward and incorrigible, the same shall be immediately reported to the Governor of the State, who shall provide for the support, care and maintenance of said girls. Emergency.

Section 4. For the preservation of the public peace, health and safety an emergency is hereby declared to exist by reason whereof this act shall take effect and be in force from and after its passage and approval.
