Refolved, That it is the opinion of this committee, that for and upon ali mufcovado fugars of the growth, product or manufacture of the British plantations in America, or the Weft Indies, which shall be imported into this kingdom between the 25th day of December, 1783, and the 25th day of March, 1785, inclufive, directly from thence or from Great Britain, there fhall be paid down in ready money net, without difcount or allowance, a duty after the rate of 135. 3d. 133 if imported by natives, and if imported by ftrangers a duty after the rate of 135. 9. for every 112 pounds weight thereof, and fo in proportion for any greater or lefs quantity; the faid duties to be in lieu and full fatisfaction of all duties, cuftoms and exciie now payable thereon by virtue of any act or acts of parliament heretofore made in this kingdom.

Refolved, That it is the opinion of this committee, that a duty of 17. 165. d. per hundred weight be laid on all refined fugars in loaves, not being bastards, and on all candy which shall be imported from Great Britain, during the time aforefaid, being of British manufacture, and fo in proportion for any greater or lefs quantity; the fame to be paid down in ready money net, without discount or allowance, and to be in lieu and full fatisfaction of all duties, cuftoms and excife now payable thereon by virtue of any act or acts of Parliament heretofore made in this kingdom.

Refolved, That it is the opinion of this committee, that a duty be, laid on all refined fugars, called baftards, and on all ground and powdered refined fugars, and all refined loaf broke in pieces, which fhall be imported from Great Britain during the time aforefaid, being of the manufacture of Great Britain, after the rate of 185. 111. for every hundred weight thereof, and fo in proportion for any greater or lefs quantity; the faid duty to be paid down in ready money net, without discount or allowance, and to be in lieu and full fatisfaction of all duties, cuftoms and excife now payable thereon by any act or acts of parliament heretofore made in this kingdom.

Refolved, That it is the opinion of this committee, that for and upon all white fugars of the growth, product or manufacture of the British plantations in America or the West Indies, which shall be imported into this kingdom, during the time aforefaid, directly from thence or from Great Britain, there fhall be paid down in ready money net, without discount or allowance, a duty after the rate of 1. 11. 4. if imported by natives, and if imported by ftrangers a duty after the rate of 1. 125. 10. for every 112 pounds weight thereof, and to in proportion for any greater or leis quantity; the faid duties

to be in lieu and full fatisfaction of all duties, cuftoms and excife now payable thereon by virtue of any act or acts of parliament heretofore made in this kingdom.

Refolved, That it is the opinion of this committee, that for and upon all refined fugars of the growth, product or manufacture of the British plantations in America or the West Indies, which fhall be imported into this kingdom, during the time aforefaid, directly from thence or from Great Britain, there shall be paid down in ready money net, without discount or allowance, a duty after the rate of 11. 135. 42% já. if imported by natives, and if imported by ftrangers, a duty after the rate of 4. 185. 428 d. for every 112 pounds weight thereof, and fo in proportion for any greater or lefs quantity; faid duties to be in lieu and full fatisfaction of all duties, customs and excise now payable thereon by virtue of any act or acts of parliament heretofore made in this kingdom.

Refolved, That it is the opinion of this committee, that for and upon all paneles of the growth, product or manufacture of the British plantations in America or the Weft Indies, which shall be imported into this kingdom, during the time aforefaid, directly from thence or from Great Britain, there fhall be paid down in ready money net, without difcount or allowance, a duty after the rate of 175. 5 3d. if imported by natives, and if imported by ftrangers a duty after the rate of 18s. 123d. for every 112 pounds weight thereof, and fo in proportion for any greater or lefs quantity; faid duties to be in lieu and full fatisfaction of all duties, customs and excife now payable thereon by virtue of any act or acts of parliament heretofore made in this kingdom.

Refolved, That it is the opinion of this committee, that all drawbacks or allowances now given by law on the export of refined fugars made in this kingdom, do ceafe and be no longer payable; and that it is the opinion of this committee, that in lieu of faid drawbacks, and for the encouragement of refining fugars in Ireland, a bounty fhall be allowed and paid upon all refined fugar which fhall be exported from this kingdom during the time aforefaid, after the rate of 1l. 8s. 2d. for every hundred weight of fuch refined fugar exported in the loaf compleat and whole, being net, that is to fay, of one uniform whitenefs throughout, and which hath gone through the operation of two or more clays fince it was laft in the pan, and hath been properly and thoroughly dried in the ftove according to the prefent practice of refining, and after the rate of 12s. 723 5. for every hundred weight of fuch refined fugar exported, called baftards, and of all ground and powdered refined fugar, and all refined loaf fugar broke in pieces, the faid fugar having been twice clayed and properly dried in the ftove; and likewife of

all candy properly refined and manufactured, and free from dirt

and fcum.

Refolved, That it is the opinion of this committee, that all brown or mufcovado fugars, taken and condemned as prize, which fhall be imported into this kingdom between the 25th day of December, 1783, and 25th day of March, 1785, inclufive, may be ware-houfed for exportation without payment of any duty whatsoever, if imported from Great Britain and legally condemned there; but if the fame fhall be condemned in this kingdom, then that there fhall be paid upon the fame, being fo ware-houfed, a duty after the rate of 7. 10s. if the fame fhall be taken by any of his Majefty's fhips of war, and of 21. 10s. if the fame fhall have been taken by any private fhip of war, for every hundred pounds value thereof, valuing each hundred weight at four pounds, and fo in proportion for any greater or lefs quantity, which duties fhall not be drawn back on export.

Refolved, That it is the opinion of this committee, that if any of faid fugars, whether condemned here or in Great Britain, shall be afterwards taken out of fuch ware-house to be confumed in this kingdom, or for any other purpofe than to be exported, that then there fhall be paid upon their being fo taken out, if the fame shall have been condemned in Great Britain, and taken by any of his Majefty's fhips of war, a duty after the rate of 135. 10% d. for each hundred weight thereof; and if condemned in Great Britain, and taken by any private ship of war, then a duty after the rate of 18s. 2. for every hundred weight thereof; but if the fame fhall have been condemned as a prize in this kingdom, then a duty, over and above the duties aforefaid paid on ware-houfing the fame, after the rate of 14s. 4dit. if taken by any of his Majesty's ships of war and of 18. 4 d. if taken by any private fhip of war, for every hundred weight thereof; the faid duties to be paid down in ready money, without discount or allowance, and to be in lieu and full fatisfaction of all other duties now payable on the fame by any law or laws heretofore made in this kingdom.

Ordered, That it be an inftruction to the committee appointed to prepare and bring in a bill or bills, purfuant to the refolutions of the committee of ways and means, and the refolutions of the committee of fupply, to make provifion therein pursuant to the faid refolutions now agreed to.

Ordered, That it be an inftruction to the committee appointed to prepare one or more bill or bills, purfuant to the refolutions of the committee of ways and means, and the refolutions of the committee of fupply, to infert a claufe or clau

fes in the faid bill or bills for allowing three years for draw backs.

Ordered, That it be an instruction to the faid committee to infert a claufe or claufes in the faid bill or bills for applying the duties laid on coffee, chocolate and cocoa nuts, and on raw and untanned hides exported, and linfeed oil, to the ufe and encouragement of the hempen and flaxen manufactures of this kingdom.

Ordered, That it be an infruction to the faid committee to infert a clause or claufes in the faid bill or bills, directing that the feveral fums granted to encourage the raising fufficient quantities of flax and hemp, and for the encouragement of the hempen and flaxen manufactures in the provinces of Leinfter, Munfter and Connaught, fhall be applied to fuch purpotes only, and that feparate accounts be kept of the application thereof, and be laid before parliament.

Ordered, That it be an inftruction to the faid committee to infert a claufe or claufes in the faid bill or bills, to empower the chief commiffioners of his Majefty's excite or any three of them, and the collectors of his Majesty's excite, in their feveral districts, to grant licenfes for the felling of cider by retail; and that for every fuch licente the fum of 15. Id. and no more, fhall be paid or demanded as a fee. And to empower the gaugers and officers of excife, in their feveral and refpective districts, to enter into the houfes, out-houfes, ftore-houses and cellars of every retailer or retailers of cider, and to take an account from time to time of all cider which fhall be found in the pofeflion of fuch retailer or retailers thereof, and to charge fuch retailer or retailers with the duty of . per gallon accordingly; and to oblige every retailer of cider to fhew to the gaugers or officers of excile, on demand, all his or her flock of cider then in hand, under a penalty.

Ordered, That it be an inftruction to the faid committee to infert a clauie or claufes in the faid bill or bills, that the duties of 15. and 25. per barrel upon all herrings imported, except British herrings, be applied to the encouragement of the filleries of this kingdom.

Ordered, That it be an inftruction to the faid committee to infert a claufe or claufes in the faid bill or bills for fecuring the repayment of fo much of the feveral fums therein to be mentioned, which have been or shall be advanced at an intereft not exceeding 41. per centum per annum, or for which lottery debentures have iflued for payment of the prizes in the lotteries heretofore established, as fhail remain unpaid on the 25th day 01 December, 1783.

Ordered, That it be an inftruction to the faid committee to infert a claufe or claufes in the faid bill or bills, to prohibit the importation of all hops, except of the growth of Great Britain or the British plantations in America; and of all glafs, except from Great Britain; and of all gold and filver lace, and of all cambricks and lawns, except fuch as are of the manufacture of Great Britain.

Ordered, That it be an instruction to the faid committee to infert a clause or claufes in the faid bill or bills, that the refpective deputy or deputies of all and every perfon and perfons who by reafon of any falaries, profits or employments, fees or penfions fhall be liable to the faid tax of 45. in the pound, hall deliver in upon oath before the chief baron, or any one of the barons of his Majesty's Court of Exchequer, or before any two justices of the peace, an account of the net profits of the faid employments of all and every tuch perfon or perfons who fhall not have refided within this kingdom, for the fpace of feven calendar months and a half between the 25th day of December, 1783, and the 25th day of March, 1785, under a penalty.

Ordered, That it be an inftruction to the faid committee to infert a clause or claufes in the faid bill or bills, that the refpective fecretaries to the commiffioners, and agents of those who are entitled to receive any falaries or penfions, fhall deliver in upon oath before the chief baron, or any of the barons of his Majesty's Court of Exchequer, or before any two juftices of the peace, a lift of the officers of the revenue, and of all perfons entitled to falaries or perfons who fhall not have refided within this kingdom for the space of feven calendar months and a half between the 25th day of December, 1783, and the 25th day of March, 1785, under a penalty.

Ordered, That it be an inftruction to the faid committee to infert a claufe or claufes in the faid bill or bills, to oblige every perfon chargeable with the duty on carriages with four wheels, and alfo on chaifes with two wheels, to return to the collector of the diftrict where he or the fhall refide, a true account of all coaches, berlins, chariots, calafhes and chaifes with four wheels, and chaifes with two wheels, kept by him or her, under a penalty.

Ordered, That it be an inftruction to the faid committee to infert a clause or claufes in the faid bill or bills, to exempt from any duties thereby to be impofed, all bills of exchange, accounts, bills of parcels, and all bills or notes, not fealed, for payment of money at fight, or upon demand, or at the end of certain days of payment.
