CHAPTER 74.

AN ACT TO PROVIDE FOR THE CREATION OF FARM AND LIVESTOCK BUREAUS IN THE SEVERAL COUNTIES IN THE STATE OF NEW MEXICO.

Senate Bill No. 40 (as amended); Approved March 15, 1919. Be It Enacted by the Legislature of the State of New Mexico:

SECTION 1. That for the purpose of further extending the cooperative work provided by Chapter 29 of the Session Laws of New Mexico for the year 1915, entitled, "An Act to Provide for the Maintenance of the Cooperative Agricultural Extension Work provided for by the Act of Congress, entitled, ‘An Act to Provide for Cooperative Agricultural Extension Work between the Agricultural Colleges in the several States and the United States Department of Agriculture,' approved May 8, 1914," and the work provided by Chapter 1 of the Extraordinary Laws of New Mexico, 1917, entitled, "An Act to Provide for further Extending Cooperative Agricultural Extension Work and to Promote the Production of Foods," there may be created in each county within the State of New Mexico a public corporation to be known as the County Farm and Livestock Bureau, in the following manner:

Whenever any number of bona fide farmers and stockmen comprising not less than five per cent of the total number of such farmers and stockmen within any county of the State of New Mexico as determined at its decennial census shall have effected temporary organization for doing extension work in agriculture and home economics and marketing, and shall have adopted a constitution acceptable to the New Mexico College of Agriculture and Mechanic Arts, it may make application to the State Corporation Commission for incorporation as a public corporation, not for profit, under the provisions of the New Mexico statutes, Chapter 23, Article IV; and when such corporation shall have been effected it shall be known as the County Farm and Livestock Bureau and shall be recognized as the official body within said county for carrying on extension work in agriculture and home economics within said county in cooperation with the New Mexico College of Agriculture and Mechanic Arts. Such public corporation when its charter shall have been issued may make such regulations and by-laws for its government and the carrying on of its work as is not inconsistent with the provisions of this act.

It is further provided that any County Farm and Livestock Bureau or other county organization within any of the counties in the State of New Mexico that are now doing exten

sion work in agriculture and home economies in cooperation with the New Mexico College of Agriculture and Mechanic Arts may be incorporated by furnishing satisfactory evidence to the State Corporation Commission that the provisions of this act have been complied with providing that but one such corporation shall be formed in any county.

SEC. 2. The county commissioners may make appropriations for the support of the County Farm and Livestock Bureau and said Bureau shall be authorized to accept same and at its discretion may accept gifts or bequests of funds, real estate or other property to any extent for carrying out the provisions of this act.

SEC. 3. It shall be the duty of boards of county commissioners in the various counties to cooperate with the county agricultural agents and other extension representatives in the creation, as far as possible in each county, of a Farm and Livestock Bureau whose business it shall be to aid farmers and stockmen in every possible way in solving their production and marketing problems.

SEC. 4. It shall be the duty of each said County Farm and Livestock Bureau annually, on or before the 31st day of December to present its plans of extension work for the ensuing year and render to the members of the Bureau and the Board of. Regents of the New Mexico College of Agriculture and Mechanic Arts a full and detailed report of its extension activities for the preceding year, including a detailed report of its receipts and expenditures from all sources; and the financial report of such County Farm and Livestock Bureau shall be on such forms as may be prescribed by the Board of Regents of the New Mexico College of Agriculture and Mechanic Arts.

CHAPTER 75.

AN ACT PROVIDING FOR THE REGISTRATION OF TRAINED NURSES. Senate Bill No. 53; Approved March 15, 1919.

Be It Enacted by the Legislature of the State of New Mexico:

SECTION 1. All trained nurses having received their diplomas or certificates of graduation as such from a recognized training school for nurses or hospital, may send their certificate or diploma 'to the Office of the Secretary of State to be recorded in said office in a book to be kept for that purpose, and shall receive a certificate of registration from the Secretary of State, and their certificates shall be returned to them after such record

ing. The Secretary of State shall receive the sum of two dollars and fifty cents ($2.50) for issuing such certificate of registration and recording the said certificate or diploma.

SEC. 2. This Act is permissive and not mandatory.

CHAPTER 76.

AN ACT TO AMEND CHAPTER 55 SESSION LAWS OF 1917, RELATIVE TO THE TIME OF HOLDING DISTRICT COURT IN THE FIFTH JUDICIAL DISTRICT, STATE OF NEW MEXICO.

Senate Bill No. 71 (as amended); Approved March 15, 1919. Be It Enacted by the Legislature of the State of New Mexico: SECTION 1. Chapter 55, Laws 1917, Third State Legislature, is hereby amended to read as follows:

"1385. Fifth District-Terms.

"Section 32. The regular terms of the District Court in and for the Fifth Judicial District of the State of New Mexico shall be commenced and held as follows:

"In the County of Eddy, at the county seat of said County, commencing on the second Monday in March and the first Monday in October of each year;

"In the County of Curry, at the county seat of said County, commencing on the second Monday in February and the second Monday in August of each year;

"In the County of Roosevelt, at the county seat of said County, commencing on the second Monday in March and the second Monday in October of each year;

"In the County of Chaves, at the county seat of said County, on the second Monday in April and the first Monday in November of each year.;

"In the County of Lea, at the county seat of said County, commencing on the second Monday in October and the third Monday in March of each year.

"In the County of De Baca, at the county seat of said County, commencing on the second Monday in April and the first Monday in November of each year.

SEC. 2. Every summons, subpoena, writ, venire or other process whatever, which has been or may be issued by, or any bond, or recognizance which has been or may be filed in, the said District Court, for any of said counties in said district, returnable to a regular term of said court, as now fixed by law, shall be returnable at the times and places designated in Sec

tion 1 of this act, and shall have the same force and effect as if made returnable at the time and places mentioned in the said Section 1 of this act.

CHAPTER 77.

AN ACT PROVIDING FOR THE ADMINISTRATION OF AGRICULTURE LAWS IN THE STATE OF NEW MEXICO.

Be It Enacted by the Legislature of the State of New Mexico:

SECTION 1. That the Board of Regents of the College of Agriculture and Mechanic Arts is hereby given supervision of the administration and enforcement of all laws of this state, relating to agriculture, agricultural projects, horticulture, feeds and feed stuffs, insect pests, plant diseases and such subjects pertaining to agriculture and horticulture as the Legislature shall hereafter provide, and shall have power to delegate inspectors and agents to assist in the enforcement of such laws. SEC. 2. All acts and parts of acts in conflict herewith are hereby repealed.

CHAPTER 78.

AN ACT PROVIDING FOR THE CLASSIFICATION AND VALUATION OF STATE LANDS AND AUTHORIZING THE COMMISSIONER OF PUBLIC LANDS TO MAKE SUCH CLASSIFICATION AND VALUATION.

Be It Enacted by the Legislature of the State of New Mexico:

SECTION 1. Whereas, The State is the owner of nearly 10,000,000 acres of land, scattered throughout its entire area, and

Whereas, It is deemed to be in the interests of proper administration of such lands that detailed information with respect to their character and value be available for the purpose of securing to the State a just and fair revenue from rentals and sales of such lands and their products, and

Whereas, No such detailed data and information are now in possession of the Commissioner of Public Lands, as are necessary and required by him for the just and proper administration of said lands.

SEC. 2. Now Therefore, The Commissioner of Public Lands is hereby authorized to expend, out of the State Lands Maintenance Fund not to exceed $10,000 per annum, for the purpose of obtaining full and complete data as to the nature, character, quality and value of the lands of the State of New Mexico, and their adaptability for grazing, stock-farming and agriculture. And the Commissioner of Public Lands is further authorized to classify the lands of the State as mineral bearing, or otherwise, and to ascertain the possibilities of the State's mineral land for development in the production of coal, petroleum or other minerals therein contained. The Commissioner of Public Lands is further authorized to ascertain what lands of the State contain merchantable timber and procure data with respect to the State's timber lands which will be available for the information of intending or prospective purchasers.

SEC. 3. For the purpose of carrying into effect the provisions of this Act, the Commissioner of Public Lands is authorized to install in his office such a system of maps, plats and tract books as shall be necessary and convenient for properly recording, in readily accessible form, such data as he may obtain, pertaining to the character of the State's lands.

SEC. 4. That it is necessary for the preservation of the public peace, health and safety of the inhabitants of the State of New Mexico, that this Act take effect and be in full force and effect from and after its passage and approval.

CHAPTER 79.

AN ACT TO AMEND THE EIGHTY-SEVENTH SUB-DIVISION OF SECTION 34 OF CHAPTER LXXV, BEING PART OF SECTION 3564, OF THE NEW MEXICO STATUTES, CODIFICATION OF 1915, RELATING TO THE FILLING OF VACANCIES IN CITY COUNCILS OR BOARDS OF TRUSTEES OF INCORPORATED CITIES, TOWNS OR VILLAGES.

Senate Bill No. 87; approved March 15, 1919.

Be It Enacted by the Legislature of the State of New Mexico:

SECTION 1. That the eighty-seventh sub-division of Section 34 of Chapter LXXV, being part of Section 3564, of the New Mexico Statutes, Codification of 1915, be and the same is hereby amended so as to read as follows:

"VACANCIES.

Eighty-seventh. All vacancies in any city council or board of trustees of any incorporated city, town or village shall be
