PREFACE TO THE NEW EDITION.

THE new portion of this work, like that heretofore published, is valuable chiefly for the documentary facts which it contains. These facts are so important in their bearings that, without a knowledge of them, the political history of this country, in the era to which they relate, cannot be adequately understood.

In this period, reaching from March 4, 1861, to March 4, 1865, was the cruel and unnecessary civil war, which continued five weeks afterwards, to April 9, when General LEE surrendered his army. In this period, many blows were struck at the Federal Constitution by President LINCOLN and the Congress, which threatened to change our Federal institutions from a government of laws to a government of men. And what is still more alarming, these blows are still struck by Congress, showing that what was at first attributed to paroxysms of frenzy, must now be attributed to a chronic derangement.

This work as a whole, will, it is believed, be useful to many as a book to be read now, and for reference hereafter. It will show who were responsible for the deplorable civil war; who were responsible for the violations of the Federal Constitution; who are responsible for the shameful interference with sove
