They shall have power to suspend any employee of the Library for such cause as they may deem sufficient, reporting their action at the next meeting of the Board for approval. They shall also temporarily appoint such officers and assistants as may be necessary during the suspension or absence of any employee, reporting such temporary appointments to the Board for approval at the next meeting thereof. They shall recommend to the Board of Managers, whenever necessary, suitable persons for appointment to any salaried position in the Library, with the exception of Librarian, and shall report at the same time the duty and salary of each employee recommended.

EXECUTIVE COMMITTEE.

SEC. XI. The Executive Committee shall prepare the quarterly and annual reports required to be made to the Board of Public Schools, submitting the same to the Board of Managers for their action, and attend to such other matter as may from time to time be referred to them by the Board.

SEC. XII. It shall be the duty of every member of the Board to visit the library at least twice every month, and of the President and heads of standing committees at least once every week, for purposes of general superintendence and direction.

SEC. XIII. The order of business of this Board, except at special meetings, shall be as follows:

RULES AND REGULATIONS

OF THE

ST. LOUIS PUBLIC SCHOOL LIBRARY AND

READING ROOM.

RULE 1. The Library shall be open on all days throughout the year, except the Fourth of July, Thanksgiving Day, Christmas and New Year's Day, from 9 A. M. to 9 P. M., during the months of June to August inclusive, and from 10 A. M. to 10 P. M., during the rest of the year: provided, however, that the President of the Board may direct the Library to be closed for a part or the whole of any one day, reporting the fact and his reason for it to the Board at its next meeting. Books for home use shall not be issued after 8 P. M., from June to August inclusive, nor after 9 P. M. the rest of the year. Issue of books for home use on Sunday shall be from 2 to 6 P. M.

RULE 2. The Librarian shall register on cards, to be called "Issue-Cards," the names of all persons entitled to draw books from the Library, with their places of business or residence; the amount paid by each for subscription; the date of expiration of such subscription; the number of such certificate issued to them; and upon a slip the catalogue number, class, the date of issue of every book taken out, crediting the same when returned; and upon a second slip all dues and forfeitures incurred through undue detention, injury, or loss of books.

RULE 3. The Librarian shall furnish to every person entitled to draw books from the Library a card, bearing such person's

name and number of issue-card. Persons not known to the Librarian or his assistants, applying for books for home use, must produce their membership cards, or be indentified by other members of the Library.

RULE 4. No person, not in the service of the Libary, shall be permitted to remove books from the shelves; but it shall be the duty of the Librarian, or his assistants, to furnish to all persons entitled thereto, whatever books they may wish to consult within the Library rooms, the same being charged to them when delivered and credited when returned.

RULE. 5. The Librarian shall exert a discretionary power, especially in the case of young persons, as to witholding, from free and unlimited use, such books as, from their value, rarity, or character, are unsuited for general circulation.

RULE 6. Encyclopædias, dictionaries and atlases shall in no case be taken out of the Library. Periodicals and pamphlets, until bound in volumes, and such other books as the Board may, from time to time, designate, shall not be taken out of the Library, except by special permission of the Librarian, expressed in writing, and stating the length of time for which said book or pamphlet may be kept out. This Rule shall not apply to the collection of duplicates or to novels bought in paper covers for the regular Library.

RULE 7. Members may take out of the regular Library not more than one book at a time: provided, however, that of works or sets in more volumes than one, there may be taken out as follows: Of folios, one volume; of quartos, two volumes; of octavos, three volumes; of duodecimos and smaller books, four volumes.

RULE 8. New books designated by the Book Committee as "Seven Day" books, taken out of the Library in accordance with the provisions of Rule 7, may be retained one week-not rencw · able; other books may be retained two weeks: provided, always,

that any book may be renewed twice, but not more than twice, until it shall have been returned to the Library and shall have remained there one full Library day: provided, also, that books cannot be renewed until after they have been in the Library three months. Members desirous of having books retained for them must deposit a postal card at the Library, fully addressed to themselves, with the title of one, or several works, legibly written on back of same. Card will be posted to member as soon as any of the books named on card come in. Cards to be endorsed, "Present this application within twenty-four hours." Postal card must be presented on application for the book. Where more than one postal card order is left for a single book, they will be numbered consecutively in the order they are received. Renewals of books in these cases are not allowed. The books of the regular Library may be issued as duplicates.

RULE 9. Any person who shall detain a book longer than as allowed by the provisions of Rule 8, shall be fined for each book so detained two cents for each day of undue detention.

RULE 10. Any member of the Library may draw a book or books from the collection of duplicates, upon payment, in advance, of the sum of five cents per copy for each book so drawn; such member may at the same time draw other books from the Library proper, the same as if no books had been drawn from the collection of duplicates.

No book shall be issued from said collection for a longer period than one week, subject, however, to renewal for one week longer, on a second payment of five cents. Any person who shall detain a book from said collection for a longer period than one week, shall be fined five cents for each three days, or fraction of three days, of such undue detention. And no person shall be allowed to draw a book from said collection while any fine, incurred under this regulation, remains unpaid.
