Mr. Fitzsimons, from the committee to whom was referred the petition of Henry Hill, made a report, which was read, and ordered to lie on the table.

Ordered, That a committee be appointed to select such parts of the President's communications, respecting the regency of Algiers, as his letter, accompanying the said communications, suggests it would be proper to keep secret, and that they report the same to the House.

And a committee was appointed, of Mr. Nicholas, Mr. Grove, and Mr. Ward.

Ordered, That the report of the Secretary of War on the petitions of Thomas Faulk. ner and Edward Faulkner, Simeon Chester, and Joseph Green and others, which was made on the second day of March last, be referred to Mr. Greenup, Mr. Coit, Mr. Peleg Wadsworth, Mr. Tredwell, and Mr. Cadwalader; that they do examine the matter thereof, and report the same, with their opinion thereupon, to the House.

Ordered, That a committee be appointed to prepare and bring in a bill for regulating Pilots in the bay and river Delaware, and for the establishment and support of lighthouses, beacons, buoys, and public piers; and that Mr. William Smith, Mr. Fitzsimons, and Mr. Hillhouse, be the said committee.

The several orders of the day were further postponed until to-morrow.

WEDNESDAY, JANUARY 8.

A petition of William Lawrence, a refugee from Nova Scotia, and now residing in the county of Hampshire, in the State of Massachusetts, was presented to the House and read, praying compensation for losses and injuries sustained in his person and property, by adhering to the American cause, during the late war.

Ordered, That the said petition be referred to Mr. Greenup, Mr. Coit, Mr. Peleg Wadsworth, Mr. Tredwell, and Mr. Cadwalader; that they do examine the matter thereof, and report the same, with their opinion thereupon, to the House.

A petition of Andrew Johnston, of Savannah, in the State of Georgia, was presented to the House and read, praying the liquidation and settlement of a claim for medicines and attendance to the first battalion of troops on the Georgia establishment, during the late war.

Also, a petition of John Graves, of the county of Liberty, in the State of Georgia, praying compensation for services and supplies to a detachment of the American Army under the command of General Howe, sometime in the year one thousand seven hundred and seventy-eight.

Also, a petition of Jonathan Bailey, of the county of Rockingham, in the State of New Hampshire, praying that he may be allowed depreciation on a certain sum of money, which he received on account of a contract for supplying the American Army with clothing, during the late war.

Ordered, That the said petitions be referred to Mr. Sherburne, Mr. Israel Smith, and Mr. Van Allen; that they do examine the matter thereof, and report the same, with their opinion thereupon, to the House.

A petition of Harry Terrell, of the State of North Carolina, was presented to the House and read, praying compensation for the value of a wagon and team, which were taken for the use of the Army, in the year one thousand seven hundred and seventy-six. Ordered, That the said petition do lie on the table.

A petition of Erasmus Pierce, of Boston, in the State of Massachusetts, was presented to the House and read, praying that he may be permitted to secure to the United States, certain property for the payment of an arrearage of one thousand three hundred and fifty dollars, which he is indebted to the public, on account of excise duties.

Ordered, That the said petition be referred to the Secretary of the Treasury, with instruction to examine the same, and report his opinion thereupon to the House. The bill sent from the Senate, entitled "An act making an alteration in the flag of the United States," was read the third time;

The House, according to the order of the day, again resolved itself into a Committee of the Whole House on the bill providing for destroyed certificates of certain descriptions; and, after some time spent therein, Mr. Speaker resumed the chair, and Mr. Trumbull reported that the committee had, according to order, again had the said bill under consideration, and made several amendments thereto; which he delivered in at the Clerk's table.

Ordered, That the said bill, with the amendments, do lie on the table.

THURSDAY, JANUARY 9.

A message from the Senate, by Mr. Otis, their Secretary:

Mr. Speaker: The Senate have appointed Mr. Vining, on their part, of the Committee for Enrolled Bills. And then he withdrew.

A petition of Lucy Clark, widow of Thomas Clark, deceased, late of the County of Prince George, in the State of Virginia, was presented to the House and read, praying compensation for the services of the deceased, as a Director of Artificers at Petersburg and Staunton, in the said State; also, that she may be reimbursed a certain sum of money which has been recovered by a suit instituted in the County Court of Prince George, against the estate of the deceased, for the hire of a negro man employed in public service, during the late war.

Ordered, That the said petition be referred to Mr. Harrison, Mr. Claiborne, and Mr. Bailey; that they do examine the matter thereof, and report the same, with their opinion thereupon, to the House.

A petition of Thomas Kincade was presented to the House and read, praying that he may receive the arrears of pay and other emoluments due for the services of Samuel Young, as a soldier in Colonel Armand's legion of the American Army, during the late

war.

Also, a petition of Thomas Kelly, praying compensation for services rendered, and injuries sustained, whilst in the Army of the United States, during the late war. Ordered, That the said petitions be referred to the Secretary of War, with instruction to examine the same, and report his opinion thereupon to the House.

A petition of a number of Germans, residing in the State of Virginia, was presented to the House and read, stating the inconveniences to which they are subjected, from an entire ignorance of the English language, and praying that a certain proportion of the laws of the United States may be printed in the German language.

Ordered, That the said petition do lie on the table.

Mr. Peter Muhlenberg, from the Joint Committee for Enrolled Bills, reported that the committee had examined an enrolled bill, entitled "An act making an alteration in the flag of the United States," and had found the same to be truly enrolled: WhereЦроп,

FRIDAY, JANUARY 10.

A petition of Anna Latta, widow, and James Latta, administrator of Robert Latta, deceased, was presented to the House and read, praying compensation for the use of a wagon and team employed in the service of the United States, during the late war, of which compensation they have been hitherto deprived by the operation of the acts of limitation.

Ordered, That the said petition be referred to the Secretary of the Treasury, with instruction to examine the same, and report his opinion thereupon to the House.

A petition of George Taylor, Junior, Chief Clerk in the Department of State, was presented to the House and read, stating the insufficiency of the salary allowed him by law, and praying that the same may be increased, and rendered more adequate to his

services.

Ordered, That the said petition, together with the petitions of the other Chief Clerks in the Executive Departments of Government, which lay on the table, be referred to Mr. Madison, Mr. Foster, and Mr. Griffin; that they do examine the matter thereof, and report the same, with their opinion thereupon, to the House.

A petition of Sarah Parker, of Chelmsford, in the State of Massachusetts, was presented to the House and read, praying that some relief may be granted for the support of herself and a large family of children, being the widow and orphans of Lieutenant Colonel Moses Parker, who was wounded and made prisoner by the British troops at the battle of Charlestown, in the month of June, one thousand seven hundred and seventy-five, and afterwards died of his wounds, in the gaol in Boston.

Also, a petition of Catharine Myler, widow of Robert Myler, deceased, late a soldier in the flying camp, praying relief, in consideration of the loss of her said husband, who was taken prisoner by the enemy at Fort Washington, and died in captivity, some time in the month of December, one thousand seven hundred and seventy-six.

Also, a petition of Joseph How, of Worcester, in the State of Massachusetts, praying that he may receive the pay and other emoluments of an ensign in the Army of the United States, during the late war, to which he conceives himself justly entitled by resolutions of the late Congress.

Ordered, That the said petitions do lic on the table.

A petition of James Smith and William Smith, of the County of Liberty, in the State of Georgia, in behalf of themselves and the heirs of James Smith, deceased, was presented to the House and read, praying relief in consideration of the loss of certain slaves, the property of the petitioners, which were taken by a party of the Creek Indians, subsequent to the treaty of peace entered into between the United States and the said Indians.

Ordered, That the said petition be referred to Mr. Kittera, Mr. Moore, and Mr. Williams; that they do examine the matter thereof, and report the same, with their opinion thereupon, to the House.

The House proceeded to consider the resolution reported yesterday by the Committee of the Whole House, on the report of the Secretary of the Treasury of the sums necessary to be appropriated for the service of the year one thousand seven hundred and ninety-four; and the same being twice read at the Clerk's table, was, on the question put thereupon, agreed to by the House, as followeth :
