CHAPTER 1.

An Act respecting the Agricultural College of Manitoba.

HIS MAJESTY, by and with the advice and consent of the Legislative Assembly of Manitoba, enacts as

follows:

SHORT TITLE.

1. This Act may be cited as "The Agricultural College short title. Act."

The institution heretofore established under the name objects of of "The Agricultural College of Manitoba" is hereby continued under that name, and shall be a school for instruction and training in the theory and practice of agriculture, horticulture and forestry; butter and cheese-making; domestic science; the characteristics, care, breeding and management of farm animals; veterinary science and the treatment of diseases of all domestic animals, and all subjects related thereto; the principles, construction and use of varieties of buildings, fences, drainage systems and other permanent improvements, machinery, implements, tools, instruments and appliances necessary or desirable on a farm; the elements of various sciences applicable to the above subjects; such English and mathematical branches as may be requisite for success on a farm, and in such other subjects as will promote a knowledge of the theory and practice of the pursuits and subjects above referred to or add to the general efficiency and usefulness of the college. 3 Ed. 7, c. 1, s. 1; 2 Geo. 5, c. 1, s. 1.

4. The members of the board so appointed and selected shall hold office for a term of three years, and the time and manner of the selection and appointment of such members shall be fixed by order of the Lieutenant-Governor-in-Council. 3 Ed. 7, c. 1, s. 3.

5. The board of directors shall have authority to regulate the conditions of admission to the college; to fix fees for tuition, board and lodging; to arrange the courses of study in each branch in which instruction is given; to regulate the conduct and work of students, and the sessions, terms and vacations in the college; to regulate and confer all degrees, diplomas, certificates of proficiency, scholarships or other awards to be given after examination in each of the subjects, and under such conditions as they shall from time to time determine; to appoint a principal or president and such professors, lecturers, teachers, instructors, officers, assistants and servants as they may deem necessary for the efficient working of the college and the promotion of its usefulness, and to prescribe their respective duties and fix their salaries and wages, which salaries and wages shall, before becoming effective, be first approved by the Lieutenant-Governor-in-Council.

(2) The board shall have such other power and authority as may be necessary or useful in carrying out the purpose and objects of the college, and shall have power to pass all such by-laws, rules and regulations from time to time as they may deem necessary in the premises. 3 Ed. 7, c. 1, s. 4; 2 Geo. 5, c. 1, s. 3.

6. The board shall have authority to make expenditures for the purposes of the college, up to the amounts from time to time authorized by the Lieutenant-Governor-in-Council. 3 Ed. 7, c. 1, s. 5.

Allowances to 7. The members of the board shall be paid, for attending the meetings of the board, an allowance, not exceeding five dollars per day, and also their actual necessary travelling expenses in attending such meetings. 3 Ed. 7, c. 1, s. 6.

8. The Lieutenant-Governor-in-Council may select and purchase such land, and erect and equip such buildings thereon, as he may deem necessary or useful for such college and for the purposes thereof. 3 Ed. 7, c. 1, s. 8.

9. A full report of the college shall be annually returned and submitted to the Legislative Assembly through the De

partment of Agriculture and Immigration, which report shall, amongst other things, contain

(a) a tabular statement, showing the number of students Contents of enrolled, the examinations passed, diplomas and degrees awarded, and generally the work done in the college during the session;

(b) a return of the professors, instructors and assistants, with a summary of the instruction given by each;

(c) a copy of the examination papers used in the examinations for diplomas and degrees;

(d) a detailed statement of the income and expenditure of the college for the year;

(e) a copy of all rules and regulations made during the year regarding the standard and mode of admission, the course of study and fees;

(f) a comparative statement showing the progress of the college from year to year.

CHAPTER 2.

An Act respecting Agricultural Societies.

IS MAJESTY, by and with the advice and consent of the Legislative Assembly of Manitoba, enacts as follows:-

SHORT TITLE.

1. This Act may be cited as "The Agricultural Societies Act." R.S.M. c. 1, s. 1.

INTERPRETATION.

2. In this Act, unless the context otherwise requires,(a) the expression "Department" means the Department of Agriculture and Immigration;

(b) the expression "Minister" means the Minister of Agriculture and Immigration;

(c) the expression "officers," when applied to the officers of agricultural societies, includes the president, vice-president, directors and secretary-treasurer of any such society. R.S.M. c. 1, s. 2..

ORGANIZATION OF NEW SOCIETIES.

3. The Lieutenant-Governor-in-Council may authorize the organization of agricultural societies in any portion of the Province, and may at any time change the name of any such society. The authority for the organization of an agricultural society may be given after a petition, in the form set forth in schedule A to this Act, duly signed by at least fifty persons (none of whom is a member of any other agricultural society, and each of whom has actually paid in to the secretary-treasurer pro tem. not less than one dollar), has been filed in the Department. 4.
