Be it enacted by the General Assembly of the State of Louisiana, Section 794, R. S., That Section 794 of the Revised Statutes of Louisiana be so amended and re-enacted as to read as follows:

Be it enacted by the General Assembly of the State of Louisiana, Section 857, R. S., That Section 857 of the Revised Statutes of Louisiana be so amended and re-enacted as to read as follows:

How societies for the prevention of

Relative to societies for the prevention of cruelty to animals; their organization; their officers, members and agents, and the fines collected in prosecutions instituted by them; and the duties of municipal corporations with respect thereto. SECTION 1. Be it enacted by the Genaral Assembly of the State of Louisiana, That any number of persons not less that seven, shall have the power to form themselves into a corporation for cruelty to animals the prevention of cruelty to animals, in the same manner and may be formed. form, and with the powers, franchises and immunities, and under the same conditions and restrictions now provided by law for the organization of corporations for literary, scientific, religious and charitable purposes.

Creating an additional justice of the peace and constable for the Seventh Ward of Calcasieu parish.

Whereas, Due notice of the intention to apply for the passage of this act has been published in conformity to Article 48 of the Constitution;

SECTON 1. To prohibit the deduction of two pounds, or any number of

pounds, known as scalage from the weight of cotton, and provide a penalty therefor.

SECTION 1. Be it enacted by the General Assembly of the State The deduction of of Louisiana, That it shall be unlawful for any purchaser or any number of weigher of cotton to deduct two pounds, or any number of pounds from actual pounds, known as scalage, from the actual weight of any bale of prohibited. cotton, weighed or purchased by them.

DEC. 2. Be it further enacted, etc., That purchasers shall account to the seller of cotton in all instances for the actual weight of the bale purchased or weighed, except in cases of wet or damaged cotton, when the amount to be deducted may be agreed upon by the parties buying and selling.

SEC. 3. Be it further enacted, etc., That for each violation of this act, the offender shall be deemed guilty of a misdemeanor, Penalty. and upon conviction, by a court of competent jurisdiction, he shall be fined not less than ten nor more than fifty dollars.
