AN ACT to amend section ten of act number one hundred forty-seven of the Public Acts of eighteen hundred ninetyone, entitled "An act to provide for the election of a county commissioner of schools and for the payment of school examiners, to define the duties and fix the compensation of the same and to repeal all acts and parts of acts conflicting with the provisions of this act," the same being section five thousand eight hundred eighty-five of the Compiled Laws of nineteen hundred fifteen.

The People of the State of Michigan enact:

SECTION 1. Section ten of act number one hundred fortyseven of the Public Acts of eighteen hundred ninety-one, entitled "An act to provide for the election of a county commissioner of schools and for the payment of school examiners, to define the duties and fix the compensation of the same and to repeal all acts and parts of acts conflicting with the provisions of this act," the same being section five thousand eight hundred eighty-five of the Compiled Laws of nineteen hundred fifteen, is hereby amended to read as follows:

SEC. 10. The compensation of each county commissioner of schools shall be determined by the board of supervisors of each county, respectively, but the compensation shall not be fixed at a sum less than five hundred dollars per annum in any county where there are thirty schoolrooms; at not less than seven hundred fifty dollars per annum where there are more than seventy schoolrooms; at not less than one thousand dollars per annum where there are one hundred schoolrooms and not less than twelve hundred dollars where there are one hundred twenty-five schoolrooms; not less than thirteen hundred fifty dollars where there are one hundred fifty schoolrooms; not less than fifteen hundred dollars where there are one hundred seventy-five schoolrooms; not less than two thousand dollars per annum where there are over three hundred schoolrooms; in estimating the number of schoolrooms in any county, all graded schools whether operating under a general or special charter shall be included. Each member of the board of school examiners, other than the county commissioner, shall receive four dollars for each day actually employed in the duties of his office and his actual and necessary traveling expenses incurred in the discharge of his official duties in his own county. The compensation of any clerk when appointed as provided in this act shall be determined by the county commissioner. The compensation of members of the county board of school examiners and of any clerk appointed by the county commissioner shall be paid monthly from the county treasury upon such examiner or clerk filing with the county

AN ACT to amend section two of chapter one of act number one hundred sixty-four of the Public Acts of eighteen hundred eighty-one, entitled "An act to revise and consolidate the laws relating to public instruction and primary schools, and to repeal all statutes and acts contravening the provisions of this act," being section five thousand six hundred forty-two of the Compiled Laws of nineteen hundred fifteen.

The People of the State of Michigan enact:

SECTION 1. Section two of chapter one of act number one Section hundred sixty-four of the Public Acts of eighteen hundred amended. eighty-one, entitled "An act to revise and consolidate the laws relating to public instruction and primary schools, and to repeal all statutes and acts contravening the provisions of this act," being section five thousand six hundred fortytwo of the Compiled Laws of nineteen hundred fifteen, is hereby amended to read as follows:

he may appoint a deputy superintendent of public instruction
whose educational qualifications shall be the same as those
required of the Superintendent of Public Instruction, who
shall take the constitutional oath of office which shall be filed
with the Secretary of State. Said deputy shall assist the super-
intendent in the performance of his duties and he may execute
the duties of the office of superintendent in case of a vacancy
or in the absence of the superintendent. The salary of the
deputy superintendent shall be two thousand five hundred
dollars per annum. The salary of the deputy superintendent
shall be paid from the general fund, upon a warrant of the
Auditor General, in the same manner that the salaries of
other State officers are paid: Provided, That the Superin-
tendent of Public Instruction may also appoint two assistant
superintendents, who shall perform such duties as the Super-
intendent of Public Instruction shall prescribe. The salaries
of the assistant superintendents shall be twenty-one hundred
dollars per annum, and such salaries shall be paid from the
general fund, upon a warrant of the Auditor General, in the
same manner that the salaries of other State officers are
paid. The Superintendent of Public Instruction may revoke
any of said appointments in his discretion. There is hereby
appropriated out of the general fund in the State treasury
a sufficient amount to carry out the provisions of this act.
The Auditor General shall add to and incorporate in the
State tax for the year nineteen hundred seventeen and every
year thereafter a sufficient amount to reimburse the general
fund for the amounts appropriated by this act.
This act is ordered to take immediate effect.

Supervision of state capitol.

AN ACT to define the powers and duties of the Board of State Auditors in regard to assigning, equipping and maintaining quarters for the various State departments.

The People of the State of Michigan enact:

SECTION 1. The Board of State Auditors shall have charge of and general supervision over the State capitol and office buildings belonging to the State, located in the city of Lansing with full power to properly equip, maintain and keep the same in repair. When necessary said board may make temporary leases of outside quarters in the name of the State. Said board shall designate the various departments which shall occupy and have authority to transfer them to the quarters assigned to them in said buildings so owned or leased by the State.

SECTION 1. Whenever the qualified electors of any town- When conship, at the annual township meeting, shall neglect or refuse tingent tax to vote such sums of money as may be necessary to defray the ordinary township expenses, or to meet any emergency expenses, the township board of any such township is hereby authorized, at any regular meeting, to vote such sum or sums as may be necessary for that purpose, not exceeding in any one year the sum of one-half of one per cent of the assessed valuation, and said township board may authorize and direct, by resolution, the supervisor and township clerk to borrow such sum as may be necessary, not exceeding one thousand dollars in any one year, for the payment of such expenses and to issue the obligations of the township therefor. AN ACT to amend section one of chapter twelve of act number three of the Public Acts of eighteen hundred ninetyfive, entitled "An act to provide for the incorporation of villages within the State of Michigan, and defining their powers and duties," being section two thousand seven hundred seventy-five of the Compiled Laws of nineteen hundred fifteen.

The People of the State of Michigan enact:

SECTION 1. Section one of chapter twelve of act number three of the Public Acts of eighteen hundred ninety-five, entitled "An act to provide for the incorporation of villages within the State of Michigan, and defining their powers and duties," being section two thousand seven hundred seventyfive of the Compiled Laws of nineteen hundred fifteen, is hereby amended to read as follows:

SEC. 1. It shall be lawful for any village having a resi dent population of not less than two hundred fifty inhabitants, to acquire by purchase or to construct, operate and maintain either independently or in connection with the water works of the village, either within or without the village, works for the purpose of supplying such village and the inhabitants thereof, or either, with gas, electric or other lights, at such times and on such terms and conditions as the council of any such village shall direct.
