Tax clause.

hundred dollars; new ponds for propagation of bass, bluegills anl perch, twenty-five hundred dollars; one auto truck, six hundred dollars; Drayton Plains station, new ponds, one thousand dollars; Harrietta station, material and labor to wall up ponds now built, six hundred dollars; two hundred rods of wire fencing, one hundred dollars; two new ponds north of highway, one thousand five hundred dollars.

SEC. 4. The several sums appropriated by the provisions of this act shall be paid out of the general fund in the State treasury to the treasurer of the State Board of Fish Commissioners at such times and in such amounts as the general accounting laws of the State prescribe, and the disbursing officer shall render his account to the Auditor General thereunder.

SEC. 5. The Auditor General shall incorporate in the State tax for the year nineteen hundred seventeen the sum of sixty-eight thousand one hundred eighty-four dollars, and for the year nineteen hundred eighteen the sum of fifty-eight thousand three hundred nine dollars, which amounts, when collected, shall be credited to the general fund to reimburse the same for the moneys hereby appropriated.

This act is ordered to take immediate effect.

AN ACT to amend sections two, three and six of act number three hundred six of the Public Acts of nineteen hundred seven, entitled "An act to provide for a legislative reference and information department in connection with the State Library, to make an appropriation therefor, and to provide a tax to meet the same," approved June twentyeight, nineteen hundred seven, being sections one thousand one hundred thirty-four, one thousand one hundred thirtyfive and one thousand one hundred thirty-eight of the Compiled Laws of nineteen hundred fifteen.

The People of the State of Michigan enact:

SECTION 1. Sections two, three and six of act number three hundred six of the Public Acts of nineteen hundred seven, entitled "An act to provide for a legislative reference and information department in connection with the State Library, to make an appropriation therefor, and to provide a tax to meet the same," approved June twenty-eight, nineteen hundred seven, being sections one thousand one hundred thirty. four, one thousand one hundred thirty-five and one thousand one hundred thirty-eight of the Compiled Laws of nineteen hundred fifteen, are hereby amended to read as follows:

SEC. 2. SEC. 3. The said assistant shall, as soon as possible, make Duty of available for ready reference and use, suitable indexes to all such information as is contained in the various public documents of this State and other states, including senate and house documents and legislative journals, and shall keep a complete file of all bills printed by order of either house of the Legislature. He shall procure and compile in suitable and convenient form, for ready reference and access, information as to proposed and pending legislation in other states, and shall also investigate the operation and effect of new legislation in other states and countries to the end that either house of the Legislature or any committee or member thereof or any citizen of the State may have the fullest information thereon. He shall also give such advice and assistance to the members of the Legislature as they may require in the preparation of bills and resolutions, and shall draft bills upon such subjects as they may require.

SEC. 6. There is hereby appropriated out of the general Appropriation. fund in the State treasury a sufficient amount to carry out the provisions of this act. The Auditor General shall add to and incorporate in the State tax for the year nineteen hundred seventeen and annually thereafter the sum of twenty-five hundred dollars, which, when collected, shall be credited to the general fund to reimburse the same for the moneys hereby appropriated.

This act is ordered to take immediate effect.

AN ACT to amend section three of chapter fifteen of act number two hundred eighty-three of the Public Acts of nineteen hundred nine, entitled "An act to revise, consolidate and add to the laws relating to the establishment, opening, improvement, maintenance and use of the public highways and private roads; the condemnation of property and gravel therefor; the building, repairing and preservation of bridges; setting and protecting shade trees, drainage, cutting weeds and brush within this State, and providing for the election and defining the powers, duties and compensation of State, county, township and district highway officials," approved June second, nineteen hundred nine, being section four thousand five hundred twelve of the Compiled Laws of nineteen hundred fifteen.

The People of the State of Michigan enact:

SECTION 1. CHAPTER XV.

SEC. 3. Before an open drain shall be laid along a public highway, the highway commissioner of the township in which the drain is located shall be consulted and his consent as to the proposed location of the drain shall be obtained in writing, stipulating that no excavation may be made nearer than one rod to the center line of the highway and stating what disposition shall be made of all material excavated. It shall be the duty of the drain commissioner to level down all materials placed in the roadway.

AN ACT to repeal act number one of the Public Acts of nineteen hundred seven, entitled "An act to prohibit the catching, killing or destroying of fish with any form of spear, or trap, or with lines attached to bobs or tippets, in any of the waters in the county of Newaygo, Michigan; to provide a penalty for a violation of any of the provisions of this act; and to repeal all acts or parts of acts inconsistent herewith," approved January twenty-third, nineteen hundred seven.

The People of the State of Michigan enact:

SECTION 1. Act number one of the Public Acts of nineteen Act repealed. hundred seven, entitled "An act to prohibit the catching, killing or destroying of fish with any form of spear, or trap, or with lines attached to bobs or tippets, in any of the waters in the county of Newaygo, Michigan; to provide a penalty for a violation of any of the provisions of this act; and to repeal all acts or parts of acts inconsistent herewith," approved January twenty-third, nineteen hundred seven, is hereby repealed. AN ACT to authorize townships to appropriate money for the establishment of township scales, for the weighing of farm produce and other purposes; and to provide for the maintenance, management and control of such scales when established.

The People of the State of Michigan enact:

SECTION 1. It shall be lawful for the township board of any Scales township or village council of any village in this State to authorized. appropriate money for the purpose of establishing township or village scales for the weighing of farm produce and for other purposes. All sums hereby authorized to be appro- Tax levy. priated shall be assessed, levied and collected in the same manner as other expenses of such townships or villages are assessed, levied and collected. The maintenance, management and control of such scales shall be under the direction of the township board or village council, as the case may be and the expense connected therewith shall be paid in the same manner as other expenses of such townships or villages are paid.

AN ACT making appropriations for the State Public School for current expenses, including maintenance of dependent crippled children, and building and special purposes, for the fiscal years ending June thirty, nineteen hundred eighteen, and June thirty, nineteen hundred nineteen, and to provide a tax to meet the same.

The People of the State of Michigan enact:

SECTION 1. There is hereby appropriated for the current expenses of the State Public School, including maintenance of dependent crippled children, for the fiscal year ending June thirty, nineteen hundred eighteen, the sum of sixty-five thousand dollars, and for the fiscal year ending June thirty, nineteen hundred nineteen, the sum of sixty-five thousand dollars. SEC. 2. The further sum of ten thousand eight hundred ninety-four dollars is hereby appropriated for the State Public School for the fiscal year ending June thirty, nineteen hundred eighteen, by amounts and purposes as follows: Painting, decorating, lighting, plumbing and special repairs on buildings, four thousand three hundred fifty dollars; farm equipment and supplies, four hundred dollars; greenhouse and garden supplies, three hundred fifty dollars; furniture, carpets and bedding, five hundred dollars; playground outfits, three hundred seventy-five dollars; amusement and instruction, three hundred dollars; filing case, one hundred twenty-eight dollars; boiler, eleven hundred fifty dollars; well, eight hundred dollars; changing suction line, three hundred seventy-five dollars; changing distributing mains, four hundred fifty dollars; moving picture outfit, six hundred seventy-five dollars; chicken coop and chickens, five hundred dollars; nursery porch, five hundred forty-one dollars: Provided, That if the amount designated in this section for any one of the purposes stated be insufficient to complete the work or purchase, any surplus remaining after the completion of the other work or purchase specified in this section, may, by obtaining the consent of the State Board of Corrections and Charities and Auditor General in writing, before any expense in excess of the specific appropriation is incurred, be used in the account or accounts where such deficiency seems unavoidable, the intent of this proviso being to make the entire ten thousand dollars available for the purposes stated herein, if in the judgment of the State Board of Corrections and Charities and Auditor General it is deemed advisable to make the transfers for which provision is hereby made: Provided further, That the board of control of said school may obtain money under this section before June thirty, nineteen hundred seventeen, in such amounts as it may by requisition certify to the Auditor General are neces
