THURSDAY MORNING

January 4, 1917.

The Senators holding over and the Senators-elect of the Seventieth General Assembly of the State of Indiana met in the Senate Chamber in the State Capitol on January 4, 1917, at 10 a. m., this being the time fixed by the Constitution of the State of Indiana for the convening of the same, viz.: Commencing on Thursday next after the first Monday of January of every second year after the adoption of the Constitution in the year of our Lord, one thousand eight hundred and fifty-three.

Lieutenant-Governor W. P. O'Neill, President of the Senate, called the Senate to order.

Prayer was offered by the Rev. L. C. Powell of Nobelsville.

The following named Senators, elected in 1914 for the constitutional term of four years, appeared and answered to their names as follows:

Senators Bird, Chambers, Culbertson, Fleming, Gemmill, Hazen, Hemphill, Hirsch, Humphreys, Jackson, Kinder, Lanz, McConaha, Maston, Mercer, Norman, Porter, Reidelbach, Reser, Robinson, Summers, Thornton and White. Total 23.

Lieutenant Governor O'Neil, ordered roll call of Senators. elected in 1916. Those answering to their names were, Senators Armstrong, Beardsley, Bracken, Dorrell, Dobyns, English, Elsner, Erskine, Grant, Green, Hudgins, Haggerty, James, Kolsem, Laney, McCray, McKinley, Metzger, Negley, Nedjl, Retherford, Signs, Smith, Spann, Simmons, VanAuken and Wolfson. Total 27.

On motion by Senator White the standing rules of the last session were adopted to govern the business of the present session

Senator Humphreys moved that a committee of five be appointed by the President of the Senate to prepare appropriate resolutions upon the death of the Hon. Elias M. Rinear, who was a member of the Senate in the Sixth-ninth General Assembly.

Motion agreed to.

Upon which the following committee was appointed by the President.

Senators Gemmill, Humphreys, Simmons, Porter and Bird. Senator Van Auken offered the following:

Resolution No. 1

Resolved, That we now proceed with the election of the permanent officers of the Senate.

The question being on the adoption of the resolution.

It was agreed to.

The following persons were placed in nomination for President pro tem. of the Senate.

Senators Robinson and Culbertson, and on the withdrawal of Senator Culbertson, Senator Arthur Robinson was unanimously chosen as President pro tem.

Senator Mercer placed in nomination Guy R. York for Secretary, of Miami county

Senator Reser placed in nomination for the office of Assistant Secretary, Harry N. Styner, of Tippecanoe county.

Senator Lenz placed in nomination for the office of Principle Doorkeeper, Ray Boruff.

There being no further nomination Senator Fleming moved that as there were but one nominee for either office, it be the sense of the Senate that each be unanimously elected.

It was agreed to.

The President of the Senate, by consent appointed the following committee to wait on his Excellency, the Governor, and inform him that the Senate is now organized and ready for any communication from his office.

Senators Elston, Wolfson, McConaha and Negley.

On motion by Senator Hirsch the following committee was appointed to notify the House that the Senate was fully organized and ready to receive any communication therefrom.

Senators Robinson, Chambers and Kolsem.

Senator Gemmill offered the following:

MR. PRESIDENT:

I move that Lieutenant Governor-elect, Edgar D. Bush, be invited to occupy a seat beside the presiding officer during the session of the Senate until he is inaugurated as LieutenantGovernor.

It was agreed.

Resolution No. 2

Senator Kinder offered the following:

MR. PRESIDENT:

Resolved, That there be appointed by the President of the Senate a committee of four to act in connection with a like committee of the House, to wait upon the Governor, to notify him of the organization of both Houses of the General Assembly, and that they are ready for the transaction of public business, and to learn the time the Governor will deliver his message.

It was agreed to.

Resolution No. 3

Senator Negley offered Senate resolution No. 3 as follows:

MR. PRESIDENT:

Resolved, That George Campbell, the Postmaster of the Senate be authorized to receive from the Postmaster of Indianapolis, the mail of the Senate, including the mail of the members of the Senate and the employes thereof, that may be directed to the general delivery or in care of the Senate, and that the Secretary be directed to send a certified copy of the resolution to said Postmaster of Indianapolis.

It was agreed to.

At 12m. the Senate took a recess for ten minutes.

At 12:15 the Senate reconvened to hear message from House.
