Ordered, That the said petitions do lie on the table.

The petitions of Richard Dale and John Jones were presented to the House and read, respectively praying the settlement of a claim against the United States. Also, A petition of the Merchants of Philadelphia, praying that public piers may be erected at Newcastle, in the State of Delaware, for the better accommodation of the trade in the port of Philadelphia.

Ordered, That the said petitions be referred to the Secretary of the Treasury, with instruction to examine the same, and report his opinion thereupon to the House.

Ordered, That a committee be appointed to prepare and bring in a bill or bills to establish a temporary provision for the Clerks of the several Judicial Courts of the United States, for the Marshals of Districts, and for the attendance and services of Jurors in the Circuit and District Courts; and that Mr. Sedgwick, Mr. Sturges, and Mr. Contee, be of the said committee.

On a motion made and seconded, that the House do come to the following resolution:

"Whereas certain certificates or evidences of debt, dated after the first of Janua ry, one thousand seven hundred and ninety, have been issued by one or more of the States, which certificates purport that they were issued in lieu of certain other cer tificates, dated prior to the first of January, one thousand seven hundred and ninety; and the certificates of the first description are, on account of their date, not received by the Loan Officers, as subscriptions to the loan proposed by the United States, although the certificates, in lieu of which they were issued, are clearly within the description of the law, and would, if not cancelled, be recoverable at the Loan Office: Therefore,

Resolved, That all certificates of the first description above, be received at the Loan Offices, as other evidences of the debt of the several States are, by law, receivable :” Ordered, That the said motion be referred to the Secretary of the Treasury, with instruction to examine the same, and report his opinion thereupon to the House." The House resumed the consideration of the bill sent from the Senate, entitled "An act to incorporate the subscribers to the Bank of the United States;" upon the questionthat the said bill do pass: Whereupon,

A motion being made and seconded that the first section of the said bill be re-committed to a Committee of the Whole House, "for the purpose of altering the time of manner of subscribing; so that the holders of State securities, assumed to be paid by the United States, may be on a footing with the holders of other securities, former called National Securities:"

FRIDAY, FEBRUARY 4.

A petition of Andrew Ohe, was presented to the House and read, praying the settle. ment of a claim against the United States. Also,

A petition of John Hollins, praying an abatement of the additional duties, which took place the first of January last, arising on a cargo imported in a vessel, which, although she arrived before that period, was prevented by the ice from getting to her port of entry till some time after.

Ordered, That the said petitions be referred to the Secretary of the Treasury, with instruction to examine the same, and report his opinion thereupon to the House.

The Speaker laid before the House a letter from the Secretary of State, to whom was referred, on the ninth of August last, the representation of the General Court of the Commonwealth of Massachusetts, respecting the whale and cod fisheries, accompanying his report on that subject; which was read, and ordered to be sent to the Senate for their information.

The House resumed the consideration of the bill sent from the Senate, entitled "An act to incorporate the subscribers to the Bank of the United States." On the question that the said bill do pass; and after farther debate thereon, an adjournment being called for,

The several orders of the day were further postponed until to-morrow.
And then the House adjourned until to-morrow morning cleven o'clock.

SATURDAY, FEBRUARY 5.

A petition of James Norris was presented to the House and read, praying compensation for military services rendered to the United States, during the late war. Also,

A petition of Isaac Vincent, praying relief in consideration of a wound received in the service of the United States, during the late war.

Ordered, That the said petitions be referred to the Secretary of War, with instruction to examine the same, and report his opinion thereupon to the House.

A petition of Abraham Skinner was presented to the House and read, praying to be reimbursed for moneys advanced whilst Commissary General of prisoners, during the late war.

Ordered, That the said petition be referred to the Secretary of the Treasury, with instruction to examine the same, and report his opinion thereupon to the House.

On motion,

Ordered, That a committee be appointed to prepare and bring in a bill or bills further to continue in force an act passed the first session of Congress, entitled "An act to regulate civil processes in the Courts of the United States."

And a committee was appointed, of Mr. Sedgwick, Mr. Sturges, and Mr. Contee.
On motion,

Ordered, That the report of the Secretary of the Treasury, relative to the establishment of a mint, which was made to this House on Friday the-twenty-eighth ultimo, be sent to the Senate for their information.

The House resumed the consideration of the bill sent from the Senate, entitled " An act to incorporate the subscribers to the Bank of the United States:" Upon the question that the said bill do pass, and further debates arising thereon; after some time spent therein, an adjournment was called for: Whereupon,

The several orders of the day were further postponed until Monday next.

MONDAY, FEBRUARY 7.

The Speaker laid before the House a letter and report from the Secretary of State, on the petition of Andrew Brown; which were read, and ordered to lie on the table.

A petition of Benoni Shipman was presented to the House and read, praying to receive compensation for a number of guns and warlike implements which he purchased for the use of the Army of the United States, during the late war.

Ordered, That the said petition be referred to the Secretary of War, with instruction to examine the same, and report his opinion thereupon to the House.

Mr. White, from the committee appointed, presented, according to order, a bill to amend an act, entitled "An act so promote the progress of useful arts;" which was received and read the first time.

A petition of sundry merchants and others, of the town of New Bedford, in the County of Bristol, in the State of Massachusetts, was presented to the House and read, praying that a weekly post may be established by law from Boston, through Taunton, to the said town of New Bedford.

Ordered, That the said petition do lie on the table.

Ordered, That the memorial of the public creditors holding Loan Office ccrtificates, which lay on the table, be referred to Mr. Sherman, Mr. Gerry, Mr. Heister, Mr. Benson, and Mr. Gale; that they do examine the matter thereof, and report the same, with their opinion thereupon, to the House.

TUESDAY, FEBRUARY 8.

Mr. Floyd, from the Joint Committee for Enrolled Bills, reported that the committee had examined an enrolled bill, entitled "An act delaring the consent of Congress to a ccrtain act of the State of Maryland," and had found the same to be truly enrolled: Whereupon,

Mr. Speaker signed the said enrolled bill.

Ordered, That the Clerk of this House do acquaint the Senate therewith.

A bill to amend an act, entitled "An act to promote the progress of useful arts," was read the second time, and ordered to be committed to a Committee of the Whole House on Saturday next.

The petitions of Charles Lockman and Sylvester Springer were presented to the House and read, respectively praying compensation for services rendered as Surgeon's Mates in the Hospital Department of the United States, during the late war. Also,

A petition of Peter Sheffner, praying to be placed on the list of Pensioners, as a disabled Lieutenant in the service of the United States, during the late war.

Ordered, That the said petitions be referred to the Secretary of War, with instruction to examine the same, and report his opinion thereupon to the House.

Ordered, That the petition of the Marine Society of Boston, which lay on the table, be referred to the Secretary of the Treasury, with instruction to examine the same, and report his opinion thereupon to the next session of Congress.

Mr. Tucker, from the committee appointed, presented, according to order, a bill to alter the time of the next meeting of Congress; which was received and read the first

time.

On motion,

The said bill was read the second time, and ordered to be engrossed, and read the third time to-morrow.

A message from the Senate, by Mr. Otis, their Secretary:

Mr. Speaker: The Senate have passed the bill, entitled "An act making appropria tions for the support of Government, for the year oue thousand seven hundred and ninety-one, and for other purposes." And then he withdrew.

On motion,

Ordered, That the Secretary of War be discharged from considering the petition of Richard Blackledge, which was referred to him on the nineteenth of January last; and that the said petition be referred to the Secretary of the Treasury, with instruction to examine the same, and report his opinion thereupon to the House,

Mr. Floyd, from the Joint Committee for Enrolled Bills, reported that the committee did, this day, wait on the President of the United States, and present for his approbation an enrolled bill, entitled "An act declaring the consent of Congress to a certain act of the State of Maryland."

A petition of Ezekiel Conklin and others, inhabitants of the County of Orange, in the State of New York, by Ebenezer Hazard their Attorney, was presented to the House and read, praying compensation for damages sustained in their property, by the Army of the United States, during the late war.

Ordered, That the said petitions be referred to the Secretary of the Treasury, with instruction to examine the same, and report his opinion thereupon to the House.

A petition of George Le Roy, late a Captain in the Army of the United States, by his agents, Vanuxem and Lombaert, was presented to the House and read, praying that Congress will direct the interest on the certificates which he received for his services, to be paid him by a banker in Paris.

Ordered, That the said petition do lie on the table.

The House resumed the consideration of the bill sent from the Senate, entitled "An act to incorporate the subscribers to the Bank of the United States:" upon the question "that the said bill do pass:" Whereupon,

WEDNESDAY, FEBRUARY 9.

A message was received from the President of the United States, by Mr. Lear, his Secretary, notifying that the President did, this day, approve and sign an act, entitled "An act declaring the consent of Congress to a certain act of the State of Maryland."

The said messenger also delivered in a written message from the President, in the words following, to wit:

UNITED STATES, February 9th, 1791.

Gentlemen of the Senate and House of Representatives :

I have received from the Governor of Vermont, authentic documents, expressing the consent of the Legislatures of New York and of the Territory of Vermont that the said Territory shall be admitted to be a distinct member of our Union, and a memorial of Nathaniel Chipman and Lewis R. Morris, commissioners from the said Territory, praying the consent of Congress to that admission, by the name and style of the State of Vermont; copies of which I now lay before Congress, with whom the Constitution has vested the object of these proceedings.

G. WASHINGTON.

Ordered, That the said written message, together with the papers accompanying the same, be referred to Mr. Lawrance, Mr. Boudinot, and Mr. Carroll.

Mr. Huntington, from the committee appointed, presented, according to order, a bill for increasing the penalty contained in an act passed the second session of Congress, entitled "An act for the encouragement of learning, by securing the copies of maps, charts, and books, to the authors and proprietors of such copies, during the times therein mentioned;" which was received, and read the first time.

Mr. Sedgwick, from the committee appointed, presented, according to order, a bill to continue in force, for a limited time, an act passed at the first session of Congress, entitled "An act to regulate processes in the courts of the United States;" which was received, and read the first time.
