The Honorable Elisha Lawrence, Esquire, Vice President, Captain General and Commander in Chief in and over the State of New Jersey, and territories thereunto be. longing, Chancellor and Ordinary in the same:

To all to whom these Presents shall come, Greeting:

These are to certify, that Bowes Reed, Esquire, whose name is subscribed to the annexed certificate, certifying the annexed law to be a true copy taken from the original enrolled in his office, is, and was at the time of signing thereof, Secretary of the State of New Jersey; and that full faith and credit is, and ought to be due to his attestation

as such.

In testimony whereof, I have hereunto subscribed my name, and caused the great seal of the State of New Jersey to be hereunto affixed, at the City of Burlington, the third day of August, in the year of our Lord one thousand seven hundred and ninety, and of our Independence the fifteenth.

ELISHA LAWRENCE.

AN ACT to ratify, on the part of this State, certain Amendments to the Constitution of the United States.

Whereas the Congress of the United States, begun and held at the City of New York, on Wednesday, the fourth day of March, one thousand seven hundred and eightynine, resolved, two-thirds of both Houses concurring, that sundry Articles be proposed to the Legislatures of the several States as Amendinents to the Constitution of the United States, all or any of which articles, when ratified by three-fourths of the said Legislatures, to be valid to all intents and purposes, as part of the said Constitution:

And whereas the President of the United States did, in pursuance of a resolve of the Senate and House of Representatives of the United States of America in Congress assembled, transmit to the Governor of this State the Amendments proposed by Congress, which were by him laid before the Legislature for their consideration: Wherefore,

1. Be it enacted by the Council and General Assembly of this State, and it is hereby enacted by the authority of the same, That the following Articles, proposed by Congress, in addition to, and amendment of, the Constitution of the United States, to wit: [Here follow, verbatim, the first, third, fourth, fifth, sixth, seventh, eighth, ninth, tenth, eleventh, and twelfth Articles of the said Amendments proposed by Congress to the Legislatures of the several States.]

Be, and the same are hereby, ratified and adopted by the State of New Jersey.

I have examined the accounts of Samuel Meredith, Esq. Treasurer of the United States, commencing at the time he entered on the duties of his office, and ending on the 31st day of December, 1789, and find from his accounts, and the records of this Department, that he is chargeable for the following sums, viz.

To the President, Directors, and Company, of the Bank of North America, for moneys borrowed of said Bank,

To the President, Directors, and Company, of the Bank of New York, for moneys borrowed of said Bank,

To general account of moneys arising from the acts of Congress impos-
ing duties on the tonnage of vessels, and on goods, wares, and mer-
chandise, imported into the United States, for the amount of warrants
drawn in favor of the Treasurer on Collectors before 1st Jan. 1790,
To Joseph Howell, jun. Paymaster General, for cash paid by him into the
general Treasury,

I also find that warrants have been drawn on the Treasurer, during the period before stated, for the sum of $323,537 91, which are charged in the Treasury books to the following general accounts:

To the appropriation of $216,000, granted to defray the expenses of the
civil list for the year 1789, under the late and present Government, by
an act passed the 29th day of September, 1789,
To the appropriation of $137,000, granted to defray the expenses of the
Department of War for the year 1789, under the late and present Go-
vernment, by an act passed the 29th day of September, 1789,
To the appropriation of $190,000, granted for discharging warrants issued
by the late Board of Treasury, and remaining unsatisfied, by an act pass-
ed the 29th day of September, 1789,

To the appropriation of $20,000, granted for defraying the expenses of
Indian treaties, by an act passed the 20th day of August, 1789,
To the President, Directors, and Company, of the Bank of North Ameri-
ca, in part payment of moneys borrowed of said Bank,

To the President, Directors, and Company, of the Bank of New York, in
part payment of moneys borrowed of said Bank,
To Joseph Howell, jun. Paymaster General, for this sum borrowed of him
and repaid,

I find by the Treasurer's accounts, that the following warrants, registered at the Treasury, and included in the expenditures before stated, had not been paid on the 31st December, 1789, viz.

when added to the balance appearing to be in the Treasury from the records of this Department, amounts to the sum of twenty-eight thousand two hundred and thirty-nine dollars and sixty-one cents, for which the said Samuel Meredith, Esq. was accountable to the United States on the first day of January, 1790.

It appears from the Treasurer's accounts, that this balance consisted of the following particulars, viz.

Payments for contingent expenses of both Houses of Congress, which, not having been included in the appropriations made by law, are suspended until legal warrants can be issued, viz.
