Mr. WITHERS, from the Committee on Pensions, submitted the following REPORT: [To accompany bill S. 1307.] The Committee on Pensions, to whom was referred the bill (S. 1307) granting a pension to L. C. French, late surgeon Fourth Regiment Michigan Volunteers, report as follows: That the claimant's alleged disability was not due to his military service; that after serving for three months and nine days he resigned from other causes, and made no mention of the alleged disability upon which he bases his claim. The committee therefore recommend that Senate bill No. 1307 do not pass, and that the committee be discharged from further consideration of the subject. 2d Session. Mr. INGALLS, from the Committee on Pensions, submitted the following REPORT: [To accompany bill S. 1201.] The Committee on Pensions, to whom was referred the bill (S. 1201) granting a pension to Henry Williams, report as follows: Henry Williams was a private in Company G, Forty-eighth Regiment Missouri Volunteers. In 1865 he contracted inflammatory rheumatism at Spanish Fort, Alabama, and is now an inmate of the Freedmen's Hospital in Washington. He is shockingly bent, deformed, and crippled, and evidently incapable of manual labor. The committee recommend the passage of the bill, with an amendment striking out in the seventh line the words "at the rate of total disability," leaving the rate to be fixed by the Commissioner. |
