Helper, are insurrectionary and hostile to the domestic peace and tranquillity of the country, and that no member of this House who has endorsed and recommended it, or the compend from it, is fit to be Speaker of the House. Mr. Stevens made the point of order that it was not competent for the Clerk to entertain the said preamble and resolution, on the ground that at this time it was only in order for the House to proceed with the election of Speaker or to adjourn.
