By unanimous consent the following bill was introduced and read the first time:

H. B. No. 581 - Mr. Jones. To make appropriations to pay unauthorized deficiencies and liabilities existing prior to February 15, 1910.

On motion of Mr. Jones the constitutional rule requiring bills to be fully read on three different days was dispensed with, and H. B. No. 581, was by order of the House, read the second time by its title.

On motion of Mr. Jones said bill was ordered engrossed and made

a special order for 10 o'clock A. M. tomorrow.

On motion of Mr. Jones, said bill was ordered printed.

Mr. Wilber offered the following resolution :

H. R. No. 19— Mr. Wilber.

WHEREAS, agriculture is fundamental. That which tends to stimulate an interest in farm life, as well as to help solve the problems which confront our farmers, is worthy of the commendation and support of every thinking man, and

WHEREAS, The Fourth Annual National Corn Exposition will be held in Columbus, at the Ohio State Fair Grounds, January 30th to February 11th, 1911. At this time it is also proposed to hold a State Conservation Congress with the purpose of encouraging the conservation of our natural resources; therefore,

Be it resolved by the General Assembly of the State of Ohio, That the Ohio State Legislature is interested in the agricultural welfare of the state, and gladly endorse the purpose of the National Corn Exposition and the Conservation Congress as a means for increasing the prosperity of our state and nation.

On motion of Mr. Wilber the rules were suspended and said resolution was considered now.

The resolution was adopted.

On motion of Mr. Dever the House passed to the third order of business.

The Standing Committee on Common Schools to which was referred H. B. No. 573- Mr. Day, having had the same under consideration, reports it back with the following amendment, and recommends its passage when so amended:

Strike out all after the enacting clause and substitute the following: When, after the payment of just claims and necessary expenses, there is money in the hands of the treasurer arising from the rent of school lands, or from the investments hereby authorized, at least once a year the trustees shall meet at the office or residence of the treasurer and, in their discretion, expend said money or any part thereof for the benefit of the schools in the original township, or invest said money or any part thereof in such manner as other trustees are authorized by law to invest funds.

Such funds as may have heretofore accumulated or may hereafter accumulate from the rental of school lands or said investment may, in the discretion of the trustees, be expended by them in the purchase of property for school purposes or in the building or improving of school houses.

All money expended under this section shall be paid out by the treasurer on the order of the trustees.

In line II strike out the semi-colon and insert a comma.

In line 25 insert the word "secretaries," before the word "professors".

In line 29 insert the word "secretaries," before the word "professors".

In line 40 strike out the words "and particularly any funds" and insert in lieu thereof the words "including those".

In line 41 after the word "of" insert the word "any"; in the same line, after the word "property" insert the word "sold".

In line 42 strike out all after the word "hereof" up to the word "provided".

In line 43 strike out the semi-colon and insert a comma. Which was agreed to, and Mr. Gusweiler was appointed such committee, and reported the bill amended as instructed.
