Apportionment, when cities and towns may have a separate representa-

tion, -

Arbitration, General Assembly shall pass laws to decide differences by,
Army, standing, none to be kept in time of peace without the consent
of the Legislature,

a majority of each house to constitute a quorum,

a smaller number may adjourn, and compel the attendance

individuals, or direct the sales of estates belonging to in-

Sinking Fund, until the debt of the State shall be paid,
may contract debts not exceeding five hundred thousand dol-
lars, to meet casual deficits or failures in the revenue, and
